There is appropriated to the 1 department of administrative services for the fiscal year 2 beginning July 1, 2021, and ending June 30, 2022, from the 3 revolving funds designated in chapter 8A and from internal 4 service funds created by the department such amounts as the 5 department deems necessary for the operation of the department 6 consistent with the requirements of chapter 8A . 7 Sec. 3. STATE EMPLOYEE HEALTH INSURANCE ADMINISTRATION 8 CHARGE. For the fiscal year beginning July 1, 2021, and ending 9 June 30, 2022, the monthly per contract administrative charge 10 which may be assessed by the department of administrative 11 services shall be $2 per contract on all health insurance plans 12 administered by the department. 13 Sec. 4. AUDITOR OF STATE. 14 1. IOWA ETHICS AND CAMPAIGN DISCLOSURE BOARD. The 23 amount reverted shall not exceed $12,598. 24 Sec. 6. OFFICE OF THE CHIEF INFORMATION OFFICER. 25 1. There is appropriated to the office of the chief 26 information officer for the fiscal year beginning July 1, 2021, 27 and ending June 30, 2022, from the revolving funds designated 28 in chapter 8B and from internal service funds created by the 29 office such amounts as the office deems necessary for the 30 operation of the office consistent with the requirements of 31 chapter 8B . 32 2. a. Notwithstanding section 321A.3, subsection 1 , for the 33 fiscal year beginning July 1, 2021, and ending June 30, 2022, 34 the first $750,000 collected and transferred to the treasurer 35 -3- LSB 1000XC (4) 89 jda/tm 3/ 20

It is the intent of the general assembly that the 11 department and division continuously solicit input from 12 facilities regulated by the division to assess and improve 13 the division’s level of collaboration and to identify new 14 opportunities for cooperation. 15 5. EMPLOYMENT APPEAL BOARD 16 a. From the fees collected by the department under this 2 section on behalf of a municipal corporation with which 3 the department has an agreement pursuant to section 137F.3 , 4 through a statewide electronic licensing system operated by 5 the department, notwithstanding section 137F.6, subsection 2 , 6 the department shall remit the amount of those fees to the 7 municipal corporation for whom the fees were collected less 8 any electronic transaction fees collected by the department to 9 enable electronic payment. 10 3. From the fees collected by the department under this 11 section, other than those fees described in subsection 2, 12 the department shall deposit the amount of $800,000 into the 13 general fund of the state prior to June 30, 2022. 14 4. From the fees collected by the department under this 15 section, other than those fees described in subsections 2 and 16 3, the department shall retain the remainder of the fees for 17 the purposes of enforcing the provisions of chapters 99B , 137C , 18 137D , and 137F . Notwithstanding section 8.33 , moneys retained 19 by the department pursuant to this subsection that remain 20 unencumbered or unobligated at the end of the fiscal year 21 shall not revert but shall remain available for expenditure 22 for the purposes of enforcing the provisions of chapters 99B , 23 137C , 137D , and 137F during the succeeding fiscal year. The 24 department shall provide an annual report to the department of 25 management and the legislative services agency on fees billed 26 and collected and expenditures from the moneys retained by 27 the department in a format as determined by the department 28 of management in consultation with the legislative services 29 agency. 30 Sec. 14. Section 9.4, Code 2021, is amended to read as 18 follows: 19 9.4 Fees. 20 The secretary of state shall collect all fees directed by 21 law to be collected by the secretary of state, including the 22 following: 23 1. For certificate, with seal attached, three dollars. 24 2. For a fee to be determined by the secretary of state by 25 rule adopted pursuant to chapter 17A for a copy of any law or 26 record , upon the request of any person, a fee to be determined 27 by the secretary of state by rule adopted pursuant to chapter 28 17A . 29 Sec. 31. Section 9F.3, Code 2021, is amended to read as 30 follows: 31 9F.3 Certification —— copies . 32 When certified by the secretary of state the census shall be 33 in full force and effect throughout the state. Section 9C.6, Code 2021, is repealed. 3 EXPLANATION 4 The inclusion of this explanation does not constitute agreement with 5 the explanation’s substance by the members of the general assembly. 6 DIVISION I —— FY 2021-2022. This bill relates to and 7 appropriates moneys to various state departments, agencies, 8 and funds for the fiscal year beginning July 1, 2021, and 9 ending June 30, 2022. The bill makes appropriations to 10 state departments and agencies including the department of 11 administrative services, auditor of state, Iowa ethics and 12 campaign disclosure board, the office of the chief information 13 officer, department of commerce, offices of governor and 14 lieutenant governor, the governor’s office of drug control 15 policy, department of human rights, department of inspections 16 and appeals, department of management, Iowa public information 17 board, department of revenue, secretary of state, treasurer of 18 state, and Iowa public employees’ retirement system. 19 DIVISION II —— STANDING APPROPRIATIONS —— LIMITATIONS. The 20 bill limits a standing appropriation for enforcement of Code 21 chapter 453D relating to tobacco product manufacturers under 22 Code section 453D.8. The appropriation for FY 2021-2022 shall 23 not exceed $17,525. 24 DIVISION III —— RACING AND GAMING COMMISSION. The bill 25 provides that, notwithstanding Code section 8.33, from moneys 26 appropriated from the gaming regulatory revolving fund to the 27 racing and gaming commission for the fiscal year ending June 28 30, 2021, any unencumbered or unobligated moneys that remain at 29 the close of the fiscal year, not to exceed $200,000, shall not 30 revert but shall remain available for expenditure for the costs 31 associated with the completion of the socioeconomic study on 32 the impact of gambling on Iowans. 33 DIVISION IV —— FEES CHARGED BY THE SECRETARY OF STATE.
