EARLY CHILDHOOD IOWA FUND —— GENERAL AID 1 For deposit in the school ready children grants account of 2 the early childhood Iowa fund created in section 256I.11: 3 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 22,662,799 4 a. From the moneys deposited in the school ready children 5 grants account for the fiscal year beginning July 1, 2021, and 6 ending June 30, 2022, not more than $265,950 is allocated for 7 the early childhood Iowa office and other technical assistance 8 activities. Moneys allocated under this lettered paragraph 9 may be used by the early childhood Iowa state board for the 10 purpose of skills development and support for ongoing training 11 of staff. However, except as otherwise provided in this 12 subsection, moneys shall not be used for additional staff or 13 for the reimbursement of staff. 14 b. Of the amount appropriated in this subsection for 15 deposit in the school ready children grants account of the 16 early childhood Iowa fund, $2,318,018 shall be used for efforts 17 to improve the quality of early care, health, and education 18 programs. Moneys allocated pursuant to this paragraph may be 19 used for additional staff and for the reimbursement of staff. 20 The early childhood Iowa state board may reserve a portion 21 of the allocation, not to exceed $88,650 for the technical 22 assistance expenses of the early childhood Iowa state office, 23 including the reimbursement of staff, and shall distribute 24 the remainder to early childhood Iowa areas for local quality 25 improvement efforts through a methodology identified by the 26 early childhood Iowa state board to make the most productive 27 use of the funding, which may include use of the distribution 28 formula, grants, or other means. 29 c. Of the amount appropriated in this subsection for 30 deposit in the school ready children grants account of 31 the early childhood Iowa fund, $825,030 shall be used for 32 support of professional development and training activities 33 for persons working in early care, health, and education by 34 the early childhood Iowa state board in collaboration with 35 -5- LSB 1012XG (19) 89 kh/tm 5/ 45
S.F. _____ H.F. _____ the professional development component groups maintained by 1 the early childhood Iowa stakeholders alliance pursuant to 2 section 256I.12, subsection 7, paragraph “b”, and the early 3 childhood Iowa area boards. Expenditures shall be limited to 4 professional development and training activities agreed upon by 5 the parties participating in the collaboration. 6 9. BIRTH TO AGE THREE SERVICES 7 a. For expansion of the federal Individuals with 8 Disabilities Education Improvement Act of 2004, Pub. L. The moneys appropriated in this subsection shall be 22 used for implementation and expansion of early head start 23 pilot projects addressing the comprehensive cognitive, social, 24 emotional, and developmental needs of children from birth to 25 age three, including prenatal support for qualified families. 26 The projects shall promote healthy prenatal outcomes and 27 healthy family functioning, and strengthen the development of 28 infants and toddlers in low-income families. Priority shall be 29 given to those organizations that have previously qualified for 30 and received state funding to administer an early head start 31 project. 32 11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS 33 a. To provide moneys for costs of providing textbooks 34 to each resident pupil who attends a nonpublic school as 35 -6- LSB 1012XG (19) 89 kh/tm 6/ 45

The department may charge school districts and accredited 7 nonpublic schools a fee for the system not to exceed the actual 8 costs to purchase a statewide license for the early warning 9 assessment minus the moneys received by the department under 10 this subsection. The fee shall be determined by dividing the 11 actual remaining costs to purchase the statewide license for 12 the school year by the number of pupils assessed under the 13 system in the current fiscal year. School districts may use 14 moneys received pursuant to section 257.10, subsection 11, and 15 moneys received for purposes of implementing section 279.68, 16 subsection 2, to pay the early warning assessment system fee. 17 21. IOWA READING RESEARCH CENTER 18 a. For 24 the fiscal year beginning July 1, 2021, and ending June 30, 25 2022, the state board of regents may use notes, bonds, or 26 other evidences of indebtedness issued under section 262.48 to 27 finance projects that will result in energy cost savings in an 28 amount that will cause the state board to recover the cost of 29 the projects within an average of six years. 30 Sec. 9. PRESCRIPTION DRUG COSTS. The department of 31 administrative services shall pay the Iowa school for the 32 deaf and the Iowa braille and sight saving school the moneys 33 collected from the counties during the fiscal year beginning 34 July 1, 2021, for expenses relating to prescription drug costs 35 -17- LSB 1012XG (19) 89 kh/tm 17/ 45
S.F. _____ H.F. _____ for students attending the Iowa school for the deaf and the 1 Iowa braille and sight saving school. 2 Sec. 10. Section 257.35, Code 2021, is amended by adding the 3 following new subsection: 4 NEW SUBSECTION . 15A. Notwithstanding subsection 1, and in 5 addition to the reduction applicable pursuant to subsection 6 2, the state aid for area education agencies and the portion 7 of the combined district cost calculated for these agencies 8 for each fiscal year of the period beginning July 1, 2021, and 9 ending June 30, 2023, shall be reduced by the department of 10 management by fifteen million dollars. The reduction for each 11 area education agency shall be prorated based on the reduction 12 that the agency received in the fiscal year beginning July 1, 13 2003. 14 Sec. 11. Section 261.25, subsections 1 and 2, Code 2021, are 15 amended to read as follows: 16 1. There is appropriated from the general fund of the state 17 to the commission for each fiscal year the sum of forty-seven 18 forty-eight million seven eight hundred three ninety-six 19 thousand four hundred sixty-three fifty dollars for tuition 20 grants to qualified students who are enrolled in accredited 21 private institutions. 22 2. There is appropriated from the general fund of the 23 state to the commission for each fiscal year the sum of four 24 hundred twenty-six thirty-six thousand two eight hundred 25 twenty seventy-six dollars for tuition grants for qualified 26 students who are enrolled in eligible institutions. Of the 27 moneys appropriated under this subsection , not more than eighty 28 thousand dollars annually shall be used for tuition grants to 29 qualified students who are attending an eligible institution 30 under section 261.9, subsection 3 , paragraph “b” . 31 Sec. 12. Section 284.13, subsection 1, paragraphs a, b, c, 32 e, f, and g, Code 2021, are amended to read as follows: 33 a. Of the amount allocated 3 under this paragraph, not less than eighty-five thousand 4 dollars shall be used each fiscal year to administer the 5 ambassador to education position in accordance with section 6 256.45 . 7 b. For the each fiscal year of the period beginning July 8 1, 2019 2021 , and ending June 30, 2020 2023 , up to seven 9 hundred twenty-eight thousand two hundred sixteen dollars to 10 the department for purposes of implementing the professional 11 development program requirements of section 284.6 , assistance 12 in developing model evidence for teacher quality committees 13 established pursuant to section 284.4, subsection 1 , paragraph 14 “b” , and the evaluator training program in section 284.10 . A 15 portion of the funds allocated to the department for purposes 16 of this paragraph may be used by the department each fiscal 17 year for administrative purposes and for not more than four 18 full-time equivalent positions. 19 c. For the each fiscal year of the period beginning July 20 1, 2019 2021 , and ending June 30, 2020 2023 , an amount up to 21 one million seventy-seven thousand eight hundred ten dollars 22 to the department for the establishment of teacher development 23 academies in accordance with section 284.6, subsection 10 . 24 A portion of the funds allocated to the department each 25 fiscal year for purposes of this paragraph may be used for 26 administrative purposes. 27 e. For the each fiscal year of the period beginning July 1, 28 2019 2021 , and ending June 30, 2020 2023 , to the department an 29 amount up to twenty-five thousand dollars for purposes of the 30 fine arts beginning teacher mentoring program established under 31 section 256.34 . 32 f. For the each fiscal year of the period beginning July 33 1, 2019 2021 , and ending June 30, 2020 2023 , to the department 34 an amount up to six hundred twenty-six thousand one hundred 35 -19- LSB 1012XG (19) 89 kh/tm 19/ 45

In 9 using moneys allocated for purposes of this paragraph, the 10 department shall give priority to school districts with 11 certified enrollments of fewer than six hundred students. A 12 portion of the moneys allocated annually to the department for 13 purposes of this paragraph may be used by the department for 14 administrative purposes and for not more than five full-time 15 equivalent positions. 16 g. For the fiscal year beginning July 1, 2020 2023 , and 17 for each subsequent fiscal year, to the department, ten 18 million dollars for purposes of implementing the supplemental 19 assistance for high-need schools provisions of section 284.11 . 20 Annually, of the moneys allocated to the department for 21 purposes of this paragraph, up to one hundred thousand dollars 22 may be used by the department for administrative purposes and 23 for not more than one full-time equivalent position. 24 DIVISION II 25 WORKFORCE TRAINING PROGRAMS —— APPROPRIATIONS FY 2021-2022 26 Sec. 13. PRESCRIPTION DRUG COSTS. The department of 6 administrative services shall pay the Iowa school for the 7 deaf and the Iowa braille and sight saving school the moneys 8 collected from the counties during the fiscal year beginning 9 July 1, 2022, for expenses relating to prescription drug costs 10 for students attending the Iowa school for the deaf and the 11 Iowa braille and sight saving school. 12 Sec. 23. Section 261.25, subsections 1 and 2, Code 2021, 13 are amended by striking the subsections and inserting in lieu 14 thereof the following: 15 1. There is appropriated from the general fund of the state 16 to the commission for each fiscal year the sum of fifty million 17 one hundred eighteen thousand four hundred fifty-one dollars 18 for tuition grants to qualified students who are enrolled in 19 accredited private institutions. 20 2. There is appropriated from the general fund of the state 21 to the commission for each fiscal year the sum of four hundred 22 forty-seven thousand seven hundred ninety-eight dollars for 23 tuition grants for qualified students who are enrolled in 24 eligible institutions. Of the moneys appropriated under this 25 subsection , not more than eighty thousand dollars annually 26 shall be used for tuition grants to qualified students who 27 are attending an eligible institution under section 261.9, 28 subsection 3 , paragraph “b” . 29 Sec. 24.
