GOALS AND ACCOUNTABILITY —— ECONOMIC DEVELOPMENT. 7 1. For the fiscal year beginning July 1, 2021, the goals 8 for the economic development authority shall be to expand and 9 stimulate the state economy, increase the wealth of Iowans, and 10 increase the population of the state. 11 2. To achieve the goals in subsection 1, the economic 12 development authority shall do all of the following for the 13 fiscal year beginning July 1, 2021: 14 a. Concentrate its efforts on programs and activities that 15 result in commercially viable products and services. 16 b. Adopt practices and services consistent with free 17 market, private sector philosophies. 18 c. Ensure economic growth and development throughout the 19 state. 20 d. Work with businesses and communities to continually 21 improve the economic development climate along with the 22 economic well-being and quality of life for Iowans. 23 e. Coordinate with other state agencies to ensure that they 24 are attentive to the needs of an entrepreneurial culture. 25 f. Establish a strong and aggressive marketing image to 26 showcase Iowa’s workforce, existing industry, and potential. 27 A priority shall be placed on recruiting new businesses, 28 business expansion, and retaining existing Iowa businesses. 29 Emphasis shall be placed on entrepreneurial development through 30 helping entrepreneurs secure capital, and developing networks 31 and a business climate conducive to entrepreneurs and small 32 businesses. 33 g. Develop public-private partnerships with Iowa businesses 4 in the tourism industry, Iowa tour groups, Iowa tourism 5 organizations, and political subdivisions in this state to 6 assist in the development of advertising efforts. 7 j. Develop, to the fullest extent possible, cooperative 8 efforts for advertising with contributions from other sources. 9 Sec. 3. ECONOMIC DEVELOPMENT AUTHORITY. 10 1. APPROPRIATION 11 a. There is appropriated from the general fund of the state 12 to the economic development authority for the fiscal year 13 beginning July 1, 2021, and ending June 30, 2022, the following 14 amount, or so much thereof as is necessary, to be used for the 15 purposes designated in this subsection: 16 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 13,318,553 17 b. (1) For salaries, support, miscellaneous purposes, 18 programs, marketing, and the maintenance of an administration 19 division, a business development division, a community 20 development division, a small business development division, 21 and other divisions the authority may organize. 22 (2) For business development operations and programs, 23 international trade, export assistance, workforce recruitment, 24 and the partner state program. 25 (3) For transfer to a fund created pursuant to section 26 15.313 for purposes of financing strategic infrastructure 27 projects. 28 (4) For community economic development programs, tourism 29 operations, community assistance, plans for Iowa green corps 30 and summer youth programs, the mainstreet and rural mainstreet 31 programs, the school-to-career program, the community 32 development block grant, and housing and shelter-related 33 programs. 34 (5) For achieving the goals and accountability, and 35 -3- LSB 1011XG (8) 89 ko/tm 3/ 39
S.F. _____ H.F. _____ fulfilling the requirements and duties required under this 1 division of this Act. 2 c. Notwithstanding section 8.33, moneys appropriated in 3 this subsection that remain unencumbered or unobligated at the 4 close of the fiscal year shall not revert but shall remain 5 available for expenditure for the purposes designated in this 6 subsection until the close of the succeeding fiscal year. 7 2. FINANCIAL ASSISTANCE RESTRICTIONS 8 a. A business creating jobs through moneys appropriated in 9 subsection 1 shall be subject to contract provisions requiring 10 new and retained jobs to be filled by individuals who are 11 citizens of the United States who reside within the United 12 States, or any person authorized to work in the United States 13 pursuant to federal law, including legal resident aliens 14 residing in the United States. 15 b. Any vendor who receives moneys appropriated in 16 subsection 1 shall adhere to such contract provisions and 17 provide periodic assurances as the state shall require that the 18 jobs are filled solely by citizens of the United States who 19 reside within the United States, or any person authorized to 20 work in the United States pursuant to federal law, including 21 legal resident aliens residing in the United States. 22 c. A business that receives financial assistance from 23 the authority from moneys appropriated in subsection 1 shall 24 only employ individuals legally authorized to work in this 25 state. In addition to all other applicable penalties provided 26 by current law, all or a portion of the assistance received 27 by a business which is found to knowingly employ individuals 28 not legally authorized to work in this state is subject to 29 recapture by the authority. 30 3. USES OF APPROPRIATIONS 31 a. From the moneys appropriated in subsection 1, the 32 authority may provide financial assistance in the form of a 33 grant to a community economic development entity for conducting 34 a local workforce recruitment effort designed to recruit former 35 -4- LSB 1011XG (8) 89 ko/tm 4/ 39
S.F. _____ H.F. _____ citizens of the state and former students at colleges and 1 universities in the state to meet the needs of local employers. 2 b. From the moneys appropriated in subsection 1, the 3 authority may provide financial assistance to early stage 4 industry companies being established by women entrepreneurs. 5 c. From the moneys appropriated in subsection 1, the 6 authority may provide financial assistance in the form of 7 grants, loans, or forgivable loans for advanced research and 8 commercialization projects involving value-added agriculture, 9 advanced technology, or biotechnology. 10 d. The authority shall not use any moneys appropriated in 11 subsection 1 for purposes of providing financial assistance for 12 the Iowa green streets pilot project or for any other program 13 or project that involves the installation of geothermal systems 14 for melting snow and ice from streets or sidewalks. 15 4. WORLD FOOD PRIZE 16 In lieu of the standing appropriation in section 15.368, 17 there is appropriated from the general fund of the state to the 18 economic development authority for the fiscal year beginning 19 July 1, 2021, and ending June 30, 2022, the following amount 20 for the world food prize: 21 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 375,000 22 5. IOWA COMMISSION ON VOLUNTEER SERVICE 23 There is appropriated from the general fund of the state 24 to the economic development authority for the fiscal year 25 beginning July 1, 2021, and ending June 30, 2022, the following 26 amount for allocation to the Iowa commission on volunteer 27 service for purposes of the Iowa state commission grant 28 program, and the Iowa’s promise and Iowa mentoring partnership 29 programs: 30 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 168,201 31 Of the moneys appropriated in this subsection, the 32 authority shall allocate $75,000 for purposes of the Iowa state 33 commission grant program and $93,201 for purposes of the Iowa’s 34 promise and Iowa mentoring partnership programs. 35 -5- LSB 1011XG (8) 89 ko/tm 5/ 39

COUNCILS OF GOVERNMENTS —— ASSISTANCE 6 There is appropriated from the general fund of the state 7 to the economic development authority for the fiscal year 8 beginning July 1, 2021, and ending June 30, 2022, the following 9 amount to be used for the purposes of providing financial 10 assistance to Iowa’s councils of governments: 11 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 275,000 12 7. FUTURE READY IOWA REGISTERED APPRENTICESHIP DEVELOPMENT 13 PROGRAM 14 a. There is appropriated from the general fund of the state 15 to the economic development authority for the fiscal year 16 beginning July 1, 2021, and ending June 30, 2022, the following 17 amount to be used for the funding of the future ready Iowa 18 registered apprenticeship development program under chapter 19 15C, to encourage small to midsize businesses to start or grow 20 registered apprenticeships: 21 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 22 b. Notwithstanding section 8.33, moneys appropriated in 23 this subsection that remain unencumbered or unobligated at the 24 close of the fiscal year shall not revert but shall remain 25 available for expenditure for the purposes designated until the 26 close of the succeeding fiscal year. 27 8. SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS 28 INTERNSHIPS 29 a. There is appropriated from the Iowa skilled worker and 30 job creation fund created in section 8.75 to the Iowa economic 31 development authority for the fiscal year beginning July 1, 32 2021, and ending June 30, 2022, the following amount, or so 33 much thereof as is necessary, for the purposes designated: 34 For the funding of internships for students studying in the 35 -6- LSB 1011XG (8) 89 ko/tm 6/ 39

No more than 3 percent of the moneys appropriated in this 5 subsection may be used by the authority for costs associated 6 with administration of the internship program. 7 c. Notwithstanding section 8.33, moneys appropriated in 8 this subsection which remain unencumbered or unobligated at 9 the end of the fiscal year shall not revert but shall remain 10 available for expenditure for the purposes designated in 11 subsequent fiscal years. 12 9. FUTURE READY IOWA —— VOLUNTEER MENTORING PROGRAM 13 a. There is appropriated from the Iowa skilled worker and 14 job creation fund created in section 8.75 to the economic 15 development authority for the fiscal year beginning July 1, 16 2021, and ending June 30, 2022, the following amount, or so 17 much thereof as is necessary, for the purpose designated: 18 For allocation to the Iowa commission on volunteer services 19 to be used for further development of a volunteer mentor 20 program to support implementation of the future ready Iowa 21 skilled workforce last-dollar scholarship program in section 22 261.131 and the future ready Iowa skilled workforce grant 23 program created in section 261.132: 24 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 25 b. STEM BEST AND EMPOWER RURAL IOWA 31 a. Notwithstanding section 8.33, moneys appropriated in 6 this subsection which remain unencumbered or unobligated at 7 the end of the fiscal year shall not revert but shall remain 8 available for expenditure for the purposes designated until the 9 close of the succeeding fiscal year. 10 c. The authority shall adopt rules pursuant to chapter 11 17A to establish criteria for the distribution of the moneys 12 appropriated in this subsection. 13 Sec. 4. LIMITATIONS OF STANDING APPROPRIATIONS —— FY 14 2021-2022. Notwithstanding the standing appropriations 15 in the following designated sections for the fiscal year 16 beginning July 1, 2021, and ending June 30, 2022, the amounts 17 appropriated from the general fund of the state pursuant to 18 these sections for the following purposes shall not exceed the 19 following amounts: 20 1. For operational support grants and community cultural 21 grants under section 99F.11, subsection 3, paragraph “d”, 22 subparagraph (1): 23 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 448,403 24 2. FINANCIAL ASSISTANCE REPORTING —— ECONOMIC 28 DEVELOPMENT AUTHORITY. The economic development authority and 29 the department of revenue shall submit a joint annual report 30 to the general assembly no later than November 1, 2021, that 31 details the amount of every direct loan, forgivable loan, 32 tax credit, tax exemption, tax refund, grant, or any other 33 financial assistance awarded to a person during the prior 34 fiscal year by the authority under an economic development 35 -8- LSB 1011XG (8) 89 ko/tm 8/ 39
S.F. _____ H.F. _____ program administered by the authority. The report shall 1 identify the county where the project associated with each such 2 award is located. 3 Sec. 6. INSURANCE ECONOMIC DEVELOPMENT. From the 4 moneys collected by the insurance division in excess of the 5 anticipated gross revenues under section 505.7, subsection 6 3 , during the fiscal year beginning July 1, 2021, $100,000 7 shall be transferred to the economic development authority for 8 insurance economic development and international insurance 9 economic development. 10 Sec. 7. IOWA FINANCE AUTHORITY. 11 1. There is appropriated from the general fund of the state 12 to the Iowa finance authority for the fiscal year beginning 13 July 1, 2021, and ending June 30, 2022, the following amount, 14 or so much thereof as is necessary, to be used to provide 15 reimbursement for rent expenses to eligible persons under 16 the home and community-based services rent subsidy program 17 established in section 16.55: 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 658,000 19 2. Of the moneys appropriated in this section, not more than 20 $35,000 may be used for administrative costs. 21 3. Notwithstanding section 8.33, moneys appropriated in 22 this section that remain unencumbered or unobligated at the 23 close of the fiscal year shall not revert but shall remain 24 available for expenditure for the purposes designated until the 25 close of the succeeding fiscal year. 26 Sec. 8. IOWA FINANCE AUTHORITY AUDIT. The auditor of state 27 is requested to review the audit of the Iowa finance authority 28 performed by the auditor hired by the authority. 29 Sec. 9. PUBLIC EMPLOYMENT RELATIONS BOARD. 30 1. There is appropriated from the general fund of the state 31 to the public employment relations board for the fiscal year 32 beginning July 1, 2021, and ending June 30, 2022, the following 33 amount, or so much thereof as is necessary, for the purposes 34 designated: 35 -9- LSB 1011XG (8) 89 ko/tm 9/ 39

DEPARTMENT OF WORKFORCE DEVELOPMENT. There 8 is appropriated from the general fund of the state to the 9 department of workforce development for the fiscal year 10 beginning July 1, 2021, and ending June 30, 2022, the following 11 amounts, or so much thereof as is necessary, for the purposes 12 designated: 13 1. DIVISION OF LABOR SERVICES 14 a. From the contractor registration fees, the division of 18 labor services shall reimburse the department of inspections 19 and appeals for all costs associated with hearings under 20 chapter 91C , relating to contractor registration. 21 2. DIVISION OF WORKERS’ COMPENSATION 22 a. The division of workers’ compensation shall charge a 26 $100 filing fee for workers’ compensation cases. The filing 27 fee shall be paid by the petitioner of a claim. However, the 28 fee can be taxed as a cost and paid by the losing party, except 29 in cases where it would impose an undue hardship or be unjust 30 under the circumstances. The moneys generated by the filing 31 fee allowed under this subsection are appropriated to the 32 department of workforce development to be used for purposes of 33 administering the division of workers’ compensation. 34 3. FUTURE READY IOWA —— IOWA EMPLOYER INNOVATION FUND. 24 1. There is appropriated from the general fund of the state 25 to the department of workforce development for the fiscal year 26 beginning July 1, 2021, and ending June 30, 2022, the following 27 amount, or so much thereof as is necessary, to be used for the 28 purposes designated: 29 In consultation with the workforce development board, for 30 funding of the Iowa employer innovation program which shall 31 match eligible employer moneys to expand opportunities for 32 education and training leading to high-demand jobs and to 33 encourage Iowa employers, community leaders, and others to 34 provide leadership and support for regional workforce talent 35 -12- LSB 1011XG (8) 89 ko/tm 12/ 39

UNEMPLOYMENT COMPENSATION PROGRAM. Notwithstanding 26 section 96.9, subsection 4 , paragraph “a”, moneys credited to 27 the state by the secretary of the treasury of the United 28 States pursuant to section 903 of the Social Security 29 Act are appropriated to the department of workforce 30 development and shall be used by the department for the 31 administration of the unemployment compensation program only. 32 This appropriation shall not apply to any fiscal year 33 beginning after December 31, 2021. 34 Sec. 17. To achieve the goals in subsection 1, the economic 18 development authority shall do all of the following for the 19 fiscal year beginning July 1, 2022: 20 a. Concentrate its efforts on programs and activities that 21 result in commercially viable products and services. 22 b. Adopt practices and services consistent with free 23 market, private sector philosophies. 24 c. Ensure economic growth and development throughout the 25 state. 26 d. Work with businesses and communities to continually 27 improve the economic development climate along with the 28 economic well-being and quality of life for Iowans. 29 e. Coordinate with other state agencies to ensure that they 30 are attentive to the needs of an entrepreneurial culture. 31 f. Notwithstanding section 8.33, moneys appropriated in 9 this subsection that remain unencumbered or unobligated at the 10 close of the fiscal year shall not revert but shall remain 11 available for expenditure for the purposes designated in this 12 subsection until the close of the succeeding fiscal year. 13 2. FINANCIAL ASSISTANCE RESTRICTIONS 14 a. A business creating jobs through moneys appropriated in 15 subsection 1 shall be subject to contract provisions requiring 16 new and retained jobs to be filled by individuals who are 17 citizens of the United States who reside within the United 18 States, or any person authorized to work in the United States 19 pursuant to federal law, including legal resident aliens 20 residing in the United States. 21 b. Any vendor who receives moneys appropriated in 22 subsection 1 shall adhere to such contract provisions and 23 provide periodic assurances as the state shall require that the 24 jobs are filled solely by citizens of the United States who 25 reside within the United States, or any person authorized to 26 work in the United States pursuant to federal law, including 27 legal resident aliens residing in the United States. 28 c. A business that receives financial assistance from 29 the authority from moneys appropriated in subsection 1 shall 30 only employ individuals legally authorized to work in this 31 state. In addition to all other applicable penalties provided 32 by current law, all or a portion of the assistance received 33 by a business which is found to knowingly employ individuals 34 not legally authorized to work in this state is subject to 35 -22- LSB 1011XG (8) 89 ko/tm 22/ 39
S.F. _____ H.F. _____ recapture by the authority. 1 3. USES OF APPROPRIATIONS 2 a. From the moneys appropriated in subsection 1, the 3 authority may provide financial assistance in the form of a 4 grant to a community economic development entity for conducting 5 a local workforce recruitment effort designed to recruit former 6 citizens of the state and former students at colleges and 7 universities in the state to meet the needs of local employers. 8 b. From the moneys appropriated in subsection 1, the 9 authority may provide financial assistance to early stage 10 industry companies being established by women entrepreneurs. 11 c. From the moneys appropriated in subsection 1, the 12 authority may provide financial assistance in the form of 13 grants, loans, or forgivable loans for advanced research and 14 commercialization projects involving value-added agriculture, 15 advanced technology, or biotechnology. 16 d. The authority shall not use any moneys appropriated in 17 subsection 1 for purposes of providing financial assistance for 18 the Iowa green streets pilot project or for any other program 19 or project that involves the installation of geothermal systems 20 for melting snow and ice from streets or sidewalks. 21 4. S.F. _____ H.F. _____ the department of revenue shall submit a joint annual report 1 to the general assembly no later than November 1, 2022, that 2 details the amount of every direct loan, forgivable loan, 3 tax credit, tax exemption, tax refund, grant, or any other 4 financial assistance awarded to a person during the prior 5 fiscal year by the authority under an economic development 6 program administered by the authority. The report shall 7 identify the county where the project associated with each such 8 award is located. 9 Sec. 24. INSURANCE ECONOMIC DEVELOPMENT. From the 10 moneys collected by the insurance division in excess of the 11 anticipated gross revenues under section 505.7, subsection 12 3 , during the fiscal year beginning July 1, 2022, $100,000 13 shall be transferred to the economic development authority for 14 insurance economic development and international insurance 15 economic development. 16 Sec. 25. IOWA FINANCE AUTHORITY. 17 1. The report shall be provided in an 14 electronic format and shall include a list of metrics and 15 criteria mutually agreed to in advance by the board of regents 16 and the economic development authority. The metrics and 17 criteria shall allow the governor’s office and the general 18 assembly to quantify and evaluate the progress of the board of 19 regents institutions with regard to their activities, projects, 20 and programs in the areas of technology commercialization, 21 entrepreneurship, regional development, and market research. 22 (2) IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY. S.F. _____ H.F. _____ (i) Direct expenditures for research toward projects that 1 will provide economic stimulus for Iowa. 2 (ii) Provide emphasis to providing services to Iowa-based 3 companies. 4 (c) It is the intent of the general assembly that the 5 industrial incentive program focus on Iowa industrial sectors 6 and seek contributions and in-kind donations from businesses, 7 industrial foundations, and trade associations, and that moneys 8 for the center for industrial research and service industrial 9 incentive program shall be allocated only for projects which 10 are matched by private sector moneys for directed contract 11 research or for nondirected research. The match required of 12 small businesses as defined in section 15.102, subsection 10, 13 for directed contract research or for nondirected research 14 shall be $1 for each $3 of state funds. The match required 15 for other businesses for directed contract research or 16 for nondirected research shall be $1 for each $1 of state 17 funds. The match required of industrial foundations or trade 18 associations shall be $1 for each $1 of state funds. 19 (d) Iowa state university of science and technology shall 20 report annually to the joint appropriations subcommittee on 21 economic development and the legislative services agency the 22 total amount of private contributions, the proportion of 23 contributions from small businesses and other businesses, and 24 the proportion for directed contract research and nondirected 25 research of benefit to Iowa businesses and industrial sectors. 26 (3) STATE UNIVERSITY OF IOWA.
