AGRICULTURAL EDUCATION. 18 1. FARMERS WITH DISABILITIES PROGRAM. 7 1. The moneys appropriated in subsection 1 shall be used for 16 the public purpose of providing a grant to a national nonprofit 17 organization with over 80 years of experience in assisting 18 children and adults with disabilities and special needs. The 19 moneys shall be used to support a nationally recognized program 20 that began in 1986 and has been replicated in at least 30 other 21 states, but which is not available through any other entity 22 in this state, and that provides assistance to farmers with 23 disabilities in all 99 counties to allow the farmers to remain 24 in their own homes and be gainfully engaged in farming through 25 provision of agricultural worksite and home modification 26 consultations, peer support services, services to families, 27 information and referral, and equipment loan services. 28 3. Notwithstanding section 8.33 , moneys appropriated in 29 this section that remain unencumbered or unobligated at the 30 close of the fiscal year shall not revert but shall remain 31 available for expenditure for the purposes designated until the 32 close of the succeeding fiscal year. 33 Sec. 9. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND —— 34 HUNGRY CANYONS ACCOUNT 35 -4- LSB 1010XG (7) 89 da/tm 4/ 45

S.F. _____ H.F. _____ DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 1 WATER QUALITY INITIATIVE 2 Sec. 12. WATER QUALITY INITIATIVE —— GENERAL. 3 1. There is appropriated from the general fund of the state 4 to the department of agriculture and land stewardship for the 5 fiscal year beginning July 1, 2021, and ending June 30, 2022, 6 the following amount, or so much thereof as is necessary, to be 7 used for the purposes designated: 8 For deposit in the water quality initiative fund created in 9 section 466B.45 , for purposes of supporting the water quality 10 initiative administered by the division of soil conservation 11 and water quality as provided in section 466B.42 , including 12 salaries, support, maintenance, and miscellaneous purposes: 13 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 3,000,000 14 2. a. The moneys appropriated in subsection 1 shall be 15 used to support projects in subwatersheds as designated by the 16 division that are part of high-priority watersheds identified 17 by the water resources coordinating council established 18 pursuant to section 466B.3 . 19 b. The moneys appropriated in subsection 1 shall be used to 20 support projects in watersheds generally, including regional 21 watersheds, as designated by the division and high-priority 22 watersheds identified by the water resources coordinating 23 council established pursuant to section 466B.3. 24 3. In supporting projects in subwatersheds and watersheds 25 as provided in subsection 2, all of the following shall apply: 26 a. The demonstration projects shall utilize water quality 27 practices as described in the Iowa nutrient reduction strategy 28 as defined in section 455B.171 . 29 b. The division shall implement demonstration projects as 30 provided in paragraph “a” by providing for participation by 31 persons who hold a legal interest in agricultural land used in 32 farming. To every extent practical, the division shall provide 33 for collaborative participation by such persons who hold a 34 legal interest in agricultural land located within the same 35 -6- LSB 1010XG (7) 89 da/tm 6/ 45
S.F. _____ H.F. _____ subwatershed. 1 c. The division shall implement a demonstration project on 2 a cost-share basis as determined by the division. However, 3 except for edge-of-field practices, the state’s share of the 4 amount shall not exceed 50 percent of the estimated cost of 5 establishing the practice as determined by the division or 6 50 percent of the actual cost of establishing the practice, 7 whichever is less. 8 d. The demonstration projects shall be used to educate other 9 persons about the feasibility and value of establishing similar 10 water quality practices. The division shall promote field day 11 events for purposes of allowing interested persons to establish 12 water quality practices on their agricultural land. 13 e. The division shall conduct water quality evaluations 14 within supported subwatersheds. Within a reasonable period 15 after accumulating information from such evaluations, the 16 division shall create an aggregated database of water quality 17 practices. Any information identifying a person holding a 18 legal interest in agricultural land or specific agricultural 19 land shall be a confidential record under section 22.7 . 20 4. The moneys appropriated in subsection 1 shall be used 21 to support education and outreach in a manner that encourages 22 persons who hold a legal interest in agricultural land used for 23 farming to implement water quality practices, including the 24 establishment of such practices in watersheds generally, and 25 not limited to subwatersheds or high-priority watersheds. 26 5. The moneys appropriated in subsection 1 may be used 27 to contract with persons to coordinate the implementation of 28 efforts provided in this section. 29 6. The moneys appropriated in subsection 1 may be used by 30 the department to support urban soil and water conservation 31 efforts, which may include but are not limited to management 32 practices related to bioretention, landscaping, the use of 33 permeable or pervious pavement, and soil quality restoration. 34 The moneys shall be allocated on a cost-share basis as provided 35 -7- LSB 1010XG (7) 89 da/tm 7/ 45

Notwithstanding any other provision of law to the 2 contrary, the department may use moneys appropriated in 3 subsection 1 to carry out the provisions of this section on a 4 cost-share basis in combination with other moneys available to 5 the department from a state or federal source. 6 8. Not more than 10 percent of the moneys appropriated in 7 this section may be used to pay for the costs of administering 8 and implementing the water quality initiative by the 9 department’s division of soil conservation and water quality as 10 provided in section 466B.42 and this section. 11 DIVISION III 12 DEPARTMENT OF NATURAL RESOURCES 13 Sec. 13. GENERAL FUND —— DEPARTMENT. 14 1. Notwithstanding section 455A.10 , the department may use 13 the unappropriated balance remaining in the state fish and game 14 protection fund to provide for the funding of health and life 15 insurance premium payments from unused sick leave balances of 16 conservation peace officers employed in a protection occupation 17 who retire, pursuant to section 97B.49B . 18 3. Notwithstanding section 455A.10 , the department of 19 natural resources may use the unappropriated balance remaining 20 in the state fish and game protection fund for the fiscal 21 year beginning July 1, 2021, and ending June 30, 2022, as is 22 necessary to fund salary adjustments for departmental employees 23 for which the general assembly has made an operating budget 24 appropriation in subsection 1. 25 Sec. 15. GROUNDWATER PROTECTION FUND —— WATER 26 QUALITY. There is appropriated from the groundwater protection 27 fund created in section 455E.11 to the department of natural 28 resources for the fiscal year beginning July 1, 2021, 29 and ending June 30, 2022, from those moneys which are not 30 allocated pursuant to that section, the following amount, or 31 so much thereof as is necessary, to be used for the purposes 32 designated: 33 For purposes of supporting the department’s protection 34 of the state’s groundwater, including for administration, 35 -9- LSB 1010XG (7) 89 da/tm 9/ 45

VETERINARY DIAGNOSTIC LABORATORY. 30 1. Paragraph “a” does not apply to a reduction made to 9 support the college of veterinary medicine, if the same 10 percentage of reduction imposed on the college of veterinary 11 medicine is also imposed on all of Iowa state university of 12 science and technology’s budget units. 13 3. If by June 30, 2022, Iowa state university of science and 14 technology fails to allocate the moneys appropriated in this 15 section to the college of veterinary medicine in accordance 16 with this section, the moneys appropriated in this section for 17 that fiscal year shall revert to the general fund of the state. 18 DIVISION V 19 STATE UNIVERSITY OF IOWA 20 SPECIAL GENERAL FUND APPROPRIATION 21 AGRICULTURAL SAFETY AND HEALTH 22 Sec. 21. IOWA’S CENTER FOR AGRICULTURAL SAFETY AND HEALTH 23 (I-CASH). 24 1. There is appropriated from the general fund of the state 25 to the state university of Iowa for the fiscal year beginning 26 July 1, 2021, and ending June 30, 2022, the following amount, 27 or so much thereof as is necessary, to be used for the purposes 28 designated: 29 For supporting the operations of Iowa’s center for 30 agricultural safety and health, as part of the university’s 31 college of public health, and in cooperation with the 32 department of agriculture and land stewardship, to anticipate, 33 recognize, and prevent occupational illness and injury among 34 members of the agricultural community: 35 -12- LSB 1010XG (7) 89 da/tm 12/ 45

As a condition of the appropriation in subsection 1, 2 the state university of Iowa shall retain the director of 3 Iowa’s center for agricultural safety and health employed on 4 the effective date of this division of this Act for at least 5 the same number of hours for the fiscal year beginning July 6 1, 2021, as worked by the director during the fiscal year 7 beginning July 1, 2020. 8 3. The state university of Iowa shall not reduce the amount 9 allocated to support Iowa’s center for agricultural safety from 10 any other source due to the appropriation made in this division 11 of this Act. 12 4. If by June 30, 2022, the state university of Iowa fails 13 to use the moneys appropriated in subsection 1 in accordance 14 with purposes and conditions of this section, any unencumbered 15 and unobligated moneys appropriated in subsection 1 for the 16 fiscal year beginning July 1, 2021, and ending June 30, 2022, 17 shall revert to the general fund of the state. In addition, if 18 moneys are required to be reverted pursuant to section 8.33, 19 the state university of Iowa shall transfer to the general 20 fund from any otherwise unencumbered and unobligated moneys 21 from any other general fund appropriation or from any moneys 22 available from other funding sources an amount equal to the 23 amount appropriated in subsection 1 less any amount reverted to 24 the general fund of the state pursuant to this subsection. 25 DIVISION VI 26 ENVIRONMENT FIRST FUND 27 GENERAL APPROPRIATIONS 28 Sec. 22. In supporting projects in subwatersheds and watersheds 28 as provided in subsection 2, all of the following shall apply: 29 a. The demonstration projects shall utilize water quality 30 practices as described in the Iowa nutrient reduction strategy 31 as defined in section 455B.171 . 32 b. The division shall implement demonstration projects as 33 provided in paragraph “a” by providing for participation by 34 persons who hold a legal interest in agricultural land used in 35 -19- LSB 1010XG (7) 89 da/tm 19/ 45

To every extent practical, the division shall provide 1 for collaborative participation by such persons who hold a 2 legal interest in agricultural land located within the same 3 subwatershed. 4 c. The division shall implement a demonstration project on 5 a cost-share basis as determined by the division. However, 6 except for edge-of-field practices, the state’s share of the 7 amount shall not exceed 50 percent of the estimated cost of 8 establishing the practice as determined by the division or 9 50 percent of the actual cost of establishing the practice, 10 whichever is less. 11 d. The demonstration projects shall be used to educate other 12 persons about the feasibility and value of establishing similar 13 water quality practices. The division shall promote field day 14 events for purposes of allowing interested persons to establish 15 water quality practices on their agricultural land. 16 e. The division shall conduct water quality evaluations 17 within supported subwatersheds. Within a reasonable period 18 after accumulating information from such evaluations, the 19 division shall create an aggregated database of water quality 20 practices. Any information identifying a person holding a 21 legal interest in agricultural land or specific agricultural 22 land shall be a confidential record under section 22.7 . 23 4. The moneys appropriated in subsection 1 shall be used 24 to support education and outreach in a manner that encourages 25 persons who hold a legal interest in agricultural land used for 26 farming to implement water quality practices, including the 27 establishment of such practices in watersheds generally, and 28 not limited to subwatersheds or high-priority watersheds. 29 5. The moneys appropriated in subsection 1 may be used 30 to contract with persons to coordinate the implementation of 31 efforts provided in this section. 32 6. The moneys appropriated in subsection 1 may be used by 33 the department to support urban soil and water conservation 34 efforts, which may include but are not limited to management 35 -20- LSB 1010XG (7) 89 da/tm 20/ 45
S.F. _____ H.F. _____ practices related to bioretention, landscaping, the use of 1 permeable or pervious pavement, and soil quality restoration. 2 The moneys shall be allocated on a cost-share basis as provided 3 in chapter 161A. 4 7. Notwithstanding any other provision of law to the 5 contrary, the department may use moneys appropriated in 6 subsection 1 to carry out the provisions of this section on a 7 cost-share basis in combination with other moneys available to 8 the department from a state or federal source. 9 8. Not more than 10 percent of the moneys appropriated in 10 this section may be used to pay for the costs of administering 11 and implementing the water quality initiative by the 12 department’s division of soil conservation and water quality as 13 provided in section 466B.42 and this section. 14 DIVISION VIII 15 IOWA RESOURCES ENHANCEMENT AND PROTECTION FUND 16 Sec. 27. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. The 16 moneys shall be used to support a nationally recognized program 17 that began in 1986 and has been replicated in at least 30 other 18 states, but which is not available through any other entity 19 in this state, and that provides assistance to farmers with 20 disabilities in all 99 counties to allow the farmers to remain 21 in their own homes and be gainfully engaged in farming through 22 provision of agricultural worksite and home modification 23 consultations, peer support services, services to families, 24 information and referral, and equipment loan services. 25 3. Notwithstanding section 8.33 , moneys appropriated in 26 this section that remain unencumbered or unobligated at the 27 close of the fiscal year shall not revert but shall remain 28 available for expenditure for the purposes designated until the 29 close of the succeeding fiscal year. 30 Sec. 37. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND —— 31 HUNGRY CANYONS ACCOUNT. 32 1. The moneys appropriated in subsection 1 shall be used to 17 support projects in watersheds generally, including regional 18 watersheds, as designated by the division and high-priority 19 watersheds identified by the water resources coordinating 20 council established pursuant to section 466B.3. 21 3. In supporting projects in subwatersheds and watersheds 22 as provided in subsection 2, all of the following shall apply: 23 a. The demonstration projects shall utilize water quality 24 practices as described in the Iowa nutrient reduction strategy 25 as defined in section 455B.171 . 26 b. The division shall implement demonstration projects as 27 provided in paragraph “a” by providing for participation by 28 persons who hold a legal interest in agricultural land used in 29 farming. To every extent practical, the division shall provide 30 for collaborative participation by such persons who hold a 31 legal interest in agricultural land located within the same 32 subwatershed. 33 c. The division shall implement a demonstration project on 34 a cost-share basis as determined by the division. However, 35 -27- LSB 1010XG (7) 89 da/tm 27/ 45
S.F. _____ H.F. _____ except for edge-of-field practices, the state’s share of the 1 amount shall not exceed 50 percent of the estimated cost of 2 establishing the practice as determined by the division or 3 50 percent of the actual cost of establishing the practice, 4 whichever is less. 5 d. The demonstration projects shall be used to educate other 6 persons about the feasibility and value of establishing similar 7 water quality practices. The division shall promote field day 8 events for purposes of allowing interested persons to establish 9 water quality practices on their agricultural land. 10 e. The division shall conduct water quality evaluations 11 within supported subwatersheds. Within a reasonable period 12 after accumulating information from such evaluations, the 13 division shall create an aggregated database of water quality 14 practices. Any information identifying a person holding a 15 legal interest in agricultural land or specific agricultural 16 land shall be a confidential record under section 22.7 . 17 4. The moneys appropriated in subsection 1 shall be used 18 to support education and outreach in a manner that encourages 19 persons who hold a legal interest in agricultural land used for 20 farming to implement water quality practices, including the 21 establishment of such practices in watersheds generally, and 22 not limited to subwatersheds or high-priority watersheds. 23 5. The moneys appropriated in subsection 1 may be used 24 to contract with persons to coordinate the implementation of 25 efforts provided in this section. 26 6. The moneys appropriated in subsection 1 may be used by 27 the department to support urban soil and water conservation 28 efforts, which may include but are not limited to management 29 practices related to bioretention, landscaping, the use of 30 permeable or pervious pavement, and soil quality restoration. 31 The moneys shall be allocated on a cost-share basis as provided 32 in chapter 161A. 33 7. Notwithstanding any other provision of law to the 34 contrary, the department may use moneys appropriated in 35 -28- LSB 1010XG (7) 89 da/tm 28/ 45
S.F. _____ H.F. _____ subsection 1 to carry out the provisions of this section on a 1 cost-share basis in combination with other moneys available to 2 the department from a state or federal source. 3 8. Not more than 10 percent of the moneys appropriated in 4 this section may be used to pay for the costs of administering 5 and implementing the water quality initiative by the 6 department’s division of soil conservation and water quality as 7 provided in section 466B.42 and this section. 8 DIVISION XI 9 DEPARTMENT OF NATURAL RESOURCES 10 Sec. 41. If by June 30, 2023, the state university of Iowa fails 10 to use the moneys appropriated in subsection 1 in accordance 11 with purposes and conditions of this section, any unencumbered 12 and unobligated moneys appropriated in subsection 1 for the 13 fiscal year beginning July 1, 2022, and ending June 30, 2023, 14 shall revert to the general fund of the state. In addition, if 15 moneys are required to be reverted pursuant to section 8.33, 16 the state university of Iowa shall transfer to the general 17 fund from any otherwise unencumbered and unobligated moneys 18 from any other general fund appropriation or from any moneys 19 available from other funding sources an amount equal to the 20 amount appropriated in subsection 1 less any amount reverted to 21 the general fund of the state pursuant to this subsection. 22 DIVISION XIV 23 ENVIRONMENT FIRST FUND 24 GENERAL APPROPRIATIONS 25 Sec. 50. Of any remaining amount of that appropriation 29 allocated by the department to a district, 30 percent may be 30 expended by the district for that same purpose. 31 e. Not more than 5 percent of the moneys appropriated in 32 paragraph “c” may be allocated for cost sharing to address 33 complaints filed under section 161A.47 . 34 f. REVERSION. 11 1. a. Except as provided in paragraph “b”, and 12 notwithstanding section 8.33 , moneys appropriated for the 13 fiscal year beginning July 1, 2022, in this division of this 14 Act that remain unencumbered or unobligated at the close of the 15 fiscal year shall not revert but instead shall remain available 16 to be used for the purposes designated until the close of the 17 succeeding fiscal year, or until the project for which the 18 appropriation was made is completed, whichever is earlier. 19 b. Notwithstanding section 8.33, moneys appropriated for 20 the fiscal year beginning July 1, 2022, in this division of 21 this Act to the department of agriculture and land stewardship 22 to provide financial assistance for the establishment of 23 permanent soil and water conservation practices that remain 24 unencumbered or unobligated at the close of the fiscal year 25 shall not revert but instead shall remain available for 26 expenditure for the purposes designated until the close of the 27 fiscal year beginning July 1, 2025. 28 2. Subsection 1 does not apply to moneys transferred 29 pursuant to this division of this Act to the loess hills 30 development and conservation fund created in section 161D.2 31 which shall not revert as provided in that section. 32 DIVISION XV 33 ENVIRONMENT FIRST FUND 34 SPECIAL APPROPRIATIONS 35 -39- LSB 1010XG (7) 89 da/tm 39/ 45

There is appropriated from the environment first fund 3 created in section 8.57A to the department of agriculture 4 and land stewardship for the fiscal year beginning July 1, 5 2022, and ending June 30, 2023, the following amount, or so 6 much thereof as is necessary, to be used for the purposes 7 designated: 8 For deposit in the water quality initiative fund created in 9 section 466B.45 , for purposes of supporting the water quality 10 initiative administered by the division of soil conservation 11 and water quality as provided in section 466B.42 , including 12 salaries, support, maintenance, and miscellaneous purposes: 13 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,375,000 14 2. a. The moneys appropriated in subsection 1 shall be 15 used to support projects in subwatersheds as designated by the 16 division that are part of high-priority watersheds identified 17 by the water resources coordinating council established 18 pursuant to section 466B.3 . 19 b. The moneys appropriated in subsection 1 shall be used to 20 support projects in watersheds generally, including regional 21 watersheds, as designated by the division and high-priority 22 watersheds identified by the water resources coordinating 23 council established pursuant to section 466B.3. 24 3. In supporting projects in subwatersheds and watersheds 25 as provided in subsection 2, all of the following shall apply: 26 a. The demonstration projects shall utilize water quality 27 practices as described in the Iowa nutrient reduction strategy 28 as defined in section 455B.171 . 29 b. The division shall implement demonstration projects as 30 provided in paragraph “a” by providing for participation by 31 persons who hold a legal interest in agricultural land used in 32 farming. To every extent practical, the division shall provide 33 for collaborative participation by such persons who hold a 34 legal interest in agricultural land located within the same 35 -40- LSB 1010XG (7) 89 da/tm 40/ 45
S.F. _____ H.F. _____ subwatershed. 1 c. The division shall implement a demonstration project on 2 a cost-share basis as determined by the division. However, 3 except for edge-of-field practices, the state’s share of the 4 amount shall not exceed 50 percent of the estimated cost of 5 establishing the practice as determined by the division or 6 50 percent of the actual cost of establishing the practice, 7 whichever is less. 8 d. The demonstration projects shall be used to educate other 9 persons about the feasibility and value of establishing similar 10 water quality practices. The division shall promote field day 11 events for purposes of allowing interested persons to establish 12 water quality practices on their agricultural land. 13 e. The division shall conduct water quality evaluations 14 within supported subwatersheds. Within a reasonable period 15 after accumulating information from such evaluations, the 16 division shall create an aggregated database of water quality 17 practices. Any information identifying a person holding a 18 legal interest in agricultural land or specific agricultural 19 land shall be a confidential record under section 22.7 . 20 4. The moneys appropriated in subsection 1 shall be used 21 to support education and outreach in a manner that encourages 22 persons who hold a legal interest in agricultural land used for 23 farming to implement water quality practices, including the 24 establishment of such practices in watersheds generally, and 25 not limited to subwatersheds or high-priority watersheds. 26 5. The moneys appropriated in subsection 1 may be used 27 to contract with persons to coordinate the implementation of 28 efforts provided in this section. 29 6. The moneys appropriated in subsection 1 may be used by 30 the department to support urban soil and water conservation 31 efforts, which may include but are not limited to management 32 practices related to bioretention, landscaping, the use of 33 permeable or pervious pavement, and soil quality restoration. 34 The moneys shall be allocated on a cost-share basis as provided 35 -41- LSB 1010XG (7) 89 da/tm 41/ 45

Notwithstanding any other provision of law to the 2 contrary, the department may use moneys appropriated in 3 subsection 1 to carry out the provisions of this section on a 4 cost-share basis in combination with other moneys available to 5 the department from a state or federal source. 6 8. Not more than 10 percent of the moneys appropriated in 7 this section may be used to pay for the costs of administering 8 and implementing the water quality initiative by the 9 department’s division of soil conservation and water quality as 10 provided in section 466B.42 and this section. 11 DIVISION XVI 12 IOWA RESOURCES ENHANCEMENT AND PROTECTION FUND 13 Sec. 55. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. In 14 lieu of the standing appropriation in section 455A.18 , there is 15 appropriated from the environment first fund created in section 16 8.57A to the Iowa resources enhancement and protection fund 17 for the fiscal year beginning July 1, 2022, and ending June 18 30, 2023, the following amount, to be allocated as provided in 19 section 455A.19 : 20 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 12,000,000 21 Sec. 56. REAP —— OPEN SPACES ACCOUNT —— STATE PARK 22 MAINTENANCE AND REPAIR. Notwithstanding section 455A.19, 23 subsection 1, paragraph “a”, subparagraph (1), of the moneys 24 allocated to the open spaces account of the Iowa resources 25 enhancement and protection fund, up to $1,000,000 may be 26 used by the department of natural resources for state park 27 maintenance and repair for the fiscal year beginning July 1, 28 2022, and ending on June 30, 2023. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 GENERAL. This bill relates to agriculture and natural 33 resources by making appropriations for the fiscal years 34 2021-2022 and 2022-2023 to support related entities, including 35 -42- LSB 1010XG (7) 89 da/tm 42/ 45
S.F. _____ H.F. _____ the department of agriculture and land stewardship (DALS), 1 the department of natural resources (DNR), and Iowa state 2 university (ISU), and the university of Iowa (UI). 3 The bill primarily appropriates moneys to DALS and DNR. 4 The appropriations are made to support those departments for 5 administration, regulation, and support of programs. The bill 6 requires the departments to submit quarterly reports to the 7 general assembly and department of management regarding the 8 expenditure of appropriated moneys. The bill also provides 9 moneys to support specific programs or projects administered 10 by those departments. The bill appropriates moneys from a 11 number of sources, including the general fund of the state 12 (general fund), the state fish and game protection fund, the 13 groundwater protection fund, and the environment first fund 14 (EFF). Appropriations are made from a number of sources to 15 support the water quality initiative (WQI). 16 The bill is organized into divisions. 17 DALS —— GENERAL FUND APPROPRIATIONS. The bill appropriates 18 moneys to DALS from the general fund in order to support its 19 administrative divisions, including consumer protection and 20 industry services, soil conservation, and food safety and 21 animal health. Moneys are transferred to ISU to support its 22 midwest grape and wine institute. 23 DALS —— MISCELLANEOUS FUNDS —— DESIGNATED APPROPRIATIONS. 24 The bill appropriates moneys from several sources to support a 25 number of designated purposes, including moneys derived from 26 unclaimed winnings from horse and dog races, for administration 27 and enforcement of racing regulations; and moneys credited 28 to the renewable fuel infrastructure fund, for purposes of 29 regulating motor fuel. 30 DALS —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill also 31 makes special appropriations from the general fund to DALS in 32 order to support specific purposes including milk inspection, 33 the local food and farm program, an agricultural education 34 organization, foreign animal disease preparedness, assistance 35 -43- LSB 1010XG (7) 89 da/tm 43/ 45
S.F. _____ H.F. _____ to farmers with disabilities, loess hills protections, grain 1 regulation, and a value added agriculture grant program. 2 DALS —— GENERAL FUND APPROPRIATIONS —— WATER QUALITY. The 3 bill appropriates moneys from the general fund to DALS for 4 deposit in the water quality initiative fund, to support the 5 WQI including high-priority watershed projects. 6 DNR —— GENERAL FUND AND OTHER MAJOR FUNDS APPROPRIATIONS. 7 The bill makes appropriations from a number of funds to DNR in 8 order to support its administrative divisions involving natural 9 resources and environmental protection from the general fund, 10 the state fish and game protection fund, and the groundwater 11 protection fund. 12 DNR —— MISCELLANEOUS FUNDS —— DESIGNATED APPROPRIATIONS. 13 The bill appropriates moneys to DNR from a number of sources 14 to support designated purposes, including moneys deposited in 15 the special snowmobile fund to provide for administering and 16 enforcing the state snowmobile programs; and moneys deposited 17 in the unassigned revenue fund for purposes of paying for 18 administration of DNR’s underground storage tanks section. 19 DNR —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill also 20 makes special appropriations from the general fund to DNR 21 in order to support specific purposes including floodplain 22 management and dam safety and forestry health management 23 programs. 24 ISU —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill 25 appropriates moneys from the general fund to ISU to support the 26 operation of its veterinary diagnostic laboratory. 27 UI —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill makes 28 appropriations from the general fund to UI to support the 29 operations of Iowa’s center for agricultural safety and health 30 which is part of UI’s college of public health. 31 DALS, DNR, AND UI —— EFF —— GENERAL APPROPRIATIONS. The 32 bill appropriates moneys from the EFF to support a number of 33 programs administered by DALS, DNR, and UI. For DALS, the 34 moneys are appropriated to support programs involving soil 35 -44- LSB 1010XG (7) 89 da/tm 44/ 45
S.F. _____ H.F. _____ conservation, watershed protection and nutrient management, 1 and the loess hills development and conservation fund. For 2 DNR, moneys are appropriated to support programs involving 3 state parks, geographic information systems, water quality 4 monitoring, public water supplies, regulation of animal feeding 5 operations, air quality, and floodplain management and dam 6 safety. For UI, moneys are appropriated to support the Iowa 7 geological survey. The bill includes provisions that delay the 8 reversion of these moneys. 9 EFF —— SPECIAL APPROPRIATIONS FOR WQI. The bill 10 appropriates moneys from the EFF to the water quality 11 initiative fund subject to the same conditions applicable to 12 moneys appropriated to the fund from the general fund. 13 IOWA RESOURCES ENHANCEMENT AND PROTECTION (REAP) FUND —— EFF 14 APPROPRIATION IN LIEU OF GENERAL FUND APPROPRIATION. An amount 15 of moneys is appropriated from the EFF to the REAP fund instead 16 of the $20 million otherwise required to be appropriated to 17 the fund from the general fund.
