the
President

United
States

to
consider
measures
to
ensure
America’s
long-term

energy
affordability,
security,
and
leadership

and
progress,
including
the
continued
operation
4
of
existing
oil
and
natural
gas
pipelines,
the
5
construction
of
new
pipelines,
and
an
end
to
6
restrictions
on
developing
our
nation’s
onshore
and
7
offshore
oil
and
natural
gas
resources.
8
WHEREAS,
renewable
fuels,
including
ethanol
and
9
biodiesel,
as
well
as
oil
and
natural
gas,
are
vital
10
components
of
our
nation’s
economy,
providing
more
11
than
11
million
jobs
nationwide,
including
97,100
12
jobs
and
$9.8
billion
in
gross
domestic
income
in
Iowa
13
alone;
and
14
WHEREAS,
critical
fuels
have
hit
their
highest
15
prices
in
United
States
history,
including
over
$100
16
per
barrel
of
oil
and
average
national
gasoline
prices
17
in
excess
of
$4.40
per
gallon,
an
increase
of
58.7
18
percent
from
March
2021
according
to
the
federal
Energy
19
Information
Administration
with
an
estimated
direct
20
financial
impact
to
families
incurring
additional
21
fuel-related
costs
of
$2,000
this
year;
and
22
WHEREAS,
United
States
energy
independence
has
23
provided
security
that
has
historically
led
to
24
reliable,
affordable
energy
for
American
consumers
and
25
our
allies;
and
26
WHEREAS,
the
world
is
looking
to
the
United
States
27
for
energy
leadership
and
stability
as
current
28

geopolitical
events
pose
potential
economic
disruptions
1
and
inflation
already
negatively
impacts
families,
2
households,
and
supply
chain
expenses,
and
increases
3
agricultural
costs
both
in
the
United
States
and
around
4
the
world;
and
5
WHEREAS,
operation
and
expansion
of
energy
6
infrastructure
is
a
key
component
of
America’s
energy
7
success,
including
ethanol,
biodiesel,
oil,
and
8
natural
gas
infrastructure
and
transportation,
which
9
provide
the
most
efficient
means
of
supplying
those
10
commodities,
and
is
being
blocked
by
the
federal
11
government
and
many
state
governments;
and
12
WHEREAS,
the
Biden
administration
continues
to
13
increase
costs
and
delay
efforts
to
develop
oil
and
14
natural
gas
leasing
on
federal
lands
and
waters
despite
15
the
fact
that
these
programs
provide
billions
in
16
revenue
to
federal,
state,
and
local
governments
and
17
help
families,
workers,
and
small
businesses
receive
18
affordable
energy;
and
19
WHEREAS,
the
United
States’
offshore
energy
20
production
is
one
of
the
lowest
carbon
intensive
21
energy-producing
regions
in
the
world,
and
halting
22
offshore
leasing
and
development
will
shift
production
23
and
capital
investment
overseas
and
undermine
decades
24
of
environmental
progress;
NOW
THEREFORE,
25
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
urges
26
the
President
of
the
United
States
to
take
measures
and
27
support
policies
to
ensure
long-term
American
energy
28
leadership,
security,
and
progress,
including
those
29
that
result
in
the
continued
operation
of
existing
30

oil
and
natural
gas
infrastructure,
the
construction
1
of
new
oil
and
gas
infrastructure,
the
resumption
of
2
consistent,
credible
federal
lease
sales,
and
the

immediate
preparation
of
a
new
five-year
program
to
4
guide
future
offshore
leasing;
and
5
BE
IT
FURTHER
RESOLVED,
That
the
Secretary
of
the
6
Senate
shall
send
copies
of
this
resolution
to
the
7
President
of
the
United
States,
the
United
States
8
Secretary
of
the
Interior,
the
United
States
Secretary
9
of
Transportation,
the
Chairman
of
the
Federal
Energy
10
Regulatory
Commission,
and
the
members
of
Iowa’s
11
congressional
delegation.
