reaffirming
Iowa’s
commitment
to

its
relationship
with
the
Ukrainian
people

and
supporting
Ukraine’s
efforts
to
remain
an

independent
and
autonomous
nation.

WHEREAS,
the
relationship
between
Ukraine
and
the
5
United
States
is
marked
by
strong
bilateral
trade,
6
educational
and
cultural
exchange,
and
tourism;
and
7
WHEREAS,
the
State
of
Iowa’s
ties
with
Ukraine
are
8
demonstrated
by
its
sister-state
relationship
with
9
Cherkasy
Oblast,
and
sister-city
relationships
between
10
Newton
and
Smila,
Osklaloosa
and
Shpola,
and
Muscatine
11
and
Drohobych;
and
12
WHEREAS,
Ukraine
and
the
State
of
Iowa
have
enjoyed
13
a
long
and
mutually
beneficial
trade
relationship
and
14
anticipate
continuing
trade
growth,
including
exports
15
of
tractors,
farm
implement
vehicles,
and
seeders,
16
planters,
and
transplanting
tools;
and
17
WHEREAS,
in
2021,
the
State
of
Iowa
exported
18
$73,485,215
of
commodities
to
Ukraine
and
imported
19
$3,011,563
of
commodities
from
Ukraine;
and

WHEREAS,
Ukraine
shares
with
the
United
States
1
and
the
State
of
Iowa
the
common
values
of
freedom,
2
democracy,
human
rights,
and
rule
of
law;
and
3
WHEREAS,
Ukraine
has
been
an
independent
and
4
autonomous
nation
maintaining
fair
and
free
elections
5
since
1991;
and
6
WHEREAS,
Russian
military
forces
have
committed
7
an
unprovoked
and
unjustified
attack
on
the
people
of
8
Ukraine;
and
9
WHEREAS,
Russian
President
Vladimir
Putin
has
chosen
10
a
premeditated
war
that
will
bring
a
catastrophic
loss
11
of
life
and
suffering;
and
12
WHEREAS,
Russia
is
solely
responsible
for
the
loss
13
of
life,
destruction,
and
human
suffering
that
its
14
attack
will
bring;
NOW
THEREFORE,
15
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
16
affirms
that
the
people
of
Iowa
stand
in
solidarity
17
with
the
people
of
Ukraine;
and
18
BE
IT
FURTHER
RESOLVED,
That
the
Senate
stands
19
clearly
against
Russia’s
flagrant
aggression,
20
authoritarianism,
and
attack
on
democracy;
and
21
BE
IT
FURTHER
RESOLVED,
That
the
Senate
supports
22
the
right
of
all
persons
to
live
in
a
free
society,
23
the
right
to
self-determination,
and
the
right
to
live
24
without
fear
of
attack,
foreign
or
domestic,
anywhere
25
in
the
world.
