S.F. 600 DIVISION I 1 REBUILD IOWA INFRASTRUCTURE FUND 2 Section 1. REBUILD IOWA INFRASTRUCTURE FUND —— 3 APPROPRIATIONS. There is appropriated from the rebuild Iowa 4 infrastructure fund to the following departments and agencies 5 for the following fiscal years, the following amounts, or so 6 much thereof as is necessary, to be used for the purposes 7 designated: 8 1. DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 9 a. (1) For deposit in the water quality initiative fund 10 created in section 466B.45 for purposes of supporting the 11 water quality initiative administered by the division of soil 12 conservation and water quality as provided in section 466B.42 , 13 including salaries, support, maintenance, and miscellaneous 14 purposes, notwithstanding section 8.57, subsection 5 , paragraph 15 “c”: 16 FY 2021-2022: 17 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,200,000 18 (2) (a) The moneys appropriated in this lettered 19 paragraph shall be used to support demonstration projects in 20 subwatersheds as designated by the department that are part 21 of high-priority watersheds identified by the water resources 22 coordinating council. 23 (b) The moneys appropriated in this lettered paragraph 24 shall be used to support demonstration projects in watersheds 25 generally, including regional watersheds, as designated by the 26 division and high-priority watersheds identified by the water 27 resources coordinating council. 28 (3) In supporting projects in watersheds and subwatersheds 29 as provided in subparagraph (2), all of the following shall 30 apply: 31 (a) The demonstration projects shall utilize water quality 32 practices as described in the latest revision of the document 33 entitled “Iowa Nutrient Reduction Strategy” initially presented 34 in November 2012 by the department of agriculture and land 35 -1- LSB 1008SV (2) 89 ec/tm 1/ 20
S.F. 600 stewardship, the department of natural resources, and Iowa 1 state university of science and technology. 2 (b) The division shall implement demonstration projects 3 as provided in subparagraph division (a) by providing 4 for participation by persons who hold a legal interest in 5 agricultural land used in farming. To every extent practical, 6 the division shall provide for collaborative participation by 7 such persons who hold a legal interest in agricultural land 8 located within the same subwatershed. 9 (c) The division shall implement demonstration projects on 10 a cost-share basis as determined by the division. Except for 11 edge-of-field practices, the state’s share of the amount shall 12 not exceed 50 percent of the estimated cost of establishing the 13 practice as determined by the division or 50 percent of the 14 actual cost of establishing the practice, whichever is less. 15 (d) The demonstration projects shall be used to educate 16 other persons about the feasibility and value of establishing 17 similar water quality practices. The division shall promote 18 field day events for purposes of allowing interested persons to 19 establish water quality practices on their agricultural land. 20 (e) The division shall conduct water quality evaluations 21 within supported subwatersheds. Within a reasonable period 22 after accumulating information from such evaluations, the 23 division shall create an aggregated database of water quality 24 practices. Any information identifying a person holding a 25 legal interest in agricultural land or specific agricultural 26 land shall be a confidential record. 27 (4) The moneys appropriated in this lettered paragraph 28 shall be used to support education and outreach in a manner 29 that encourages persons who hold a legal interest in 30 agricultural land used for farming to implement water quality 31 practices, including the establishment of such practices in 32 watersheds generally, and not limited to subwatersheds or 33 high-priority watersheds. 34 (5) The moneys appropriated in this lettered paragraph 35 -2- LSB 1008SV (2) 89 ec/tm 2/ 20
S.F. 600 may be used to contract with persons to coordinate the 1 implementation of efforts provided in this paragraph. 2 (6) The moneys appropriated in this lettered paragraph 3 may be used by the department to support urban soil and water 4 conservation efforts, which may include but are not limited 5 to management practices related to bioretention, landscaping, 6 the use of permeable or pervious pavement, and soil quality 7 restoration. The moneys shall be allocated on a cost-share 8 basis as provided in chapter 161A . 9 (7) Notwithstanding any other provision of law to the 10 contrary, the department may use moneys appropriated in 11 this lettered paragraph to carry out the provisions of this 12 paragraph on a cost-share basis in combination with other 13 moneys available to the department from a state or federal 14 source. 15 (8) Not more than 10 percent of the moneys appropriated in 16 this lettered paragraph may be used for costs of administration 17 and implementation of the water quality initiative administered 18 by the soil conservation division. 19 b. S.F. 600 Sec. 13. Section 15.261, Code 2021, is amended to read as 1 follows: 2 15.261 Vacant state buildings demolition fund. 3 1. A vacant state buildings demolition fund is created in 4 the state treasury under the control of the authority. The 5 fund shall consist of all moneys appropriated to the fund. 6 2. Moneys in the vacant state buildings demolition fund 7 are appropriated to the authority for purposes of funding a 8 grant program for the demolition of vacant buildings owned by 9 the state or by a county that has purchased real property from 10 the federal government which are no longer used for a state 11 or federal purpose. The authority shall give preference to 12 applicants that have not previously been awarded money from 13 this fund. 14 3. Notwithstanding section 12C.7, subsection 2 , interest 15 or earnings on moneys deposited in the vacant state buildings 16 demolition fund shall be credited to the vacant state buildings 17 demolition fund. Notwithstanding section 8.33 , moneys credited 18 to the vacant state buildings demolition fund shall not revert 19 at the close of a fiscal year. 20 Sec. 14. Section 15.262, Code 2021, is amended to read as 21 follows: 22 15.262 Vacant state buildings rehabilitation fund. 23 1. A vacant state buildings rehabilitation fund is created 24 in the state treasury under the control of the authority. The 25 fund shall consist of all moneys appropriated to the fund. 26 2. Moneys in the vacant state buildings rehabilitation fund 27 are appropriated to the authority for purposes of funding a 28 loan program for the rehabilitation or redevelopment of vacant 29 buildings owned by the state or by a county that has purchased 30 real property from the federal government which are no longer 31 used for a state or federal purpose. The authority shall give 32 preference to applicants that have not previously been awarded 33 money from this fund. 34 3. Notwithstanding section 8.33 , 3 moneys credited to the vacant state buildings rehabilitation 4 fund shall not revert at the close of a fiscal year. 5 Sec. 15. ROUTINE MAINTENANCE FUND. Notwithstanding the 6 standing appropriation in section 8A.330, there is appropriated 7 from the rebuild Iowa infrastructure fund to the department of 8 administrative services for deposit in the routine maintenance 9 fund established in section 8A.330 for the fiscal year 10 beginning July 1, 2021, the sum of one million dollars. 11 DIVISION V 12 AUTISM SUPPORT FUND 13 Sec. 16. AUTISM SUPPORT FUND —— APPROPRIATION. There is 14 appropriated from the autism support fund created in section 15 225D.2 to the rebuild Iowa infrastructure fund created in 16 section 8.57, for the fiscal year beginning July 1, 2021, and 17 ending June 30, 2022, the sum of seven hundred fifty thousand 18 dollars, notwithstanding any provision of section 225D.2 to the 19 contrary. 20 DIVISION VI 21 SPORTS TOURISM PROGRAM 22 Sec. 17. Section 15F.401, subsection 1, paragraph a, Code 23 2021, is amended to read as follows: 24 a. The authority shall establish, and, at the direction of 25 the board, shall administer a sports tourism program to provide 26 financial assistance for projects that promote sporting events 27 for organizations of accredited colleges and universities , 28 professional sporting events, and other sporting events in the 29 state. 30 Sec. 18. Section 15F.401, subsection 1, paragraph b, 31 subparagraph (3), Code 2021, is amended to read as follows: 32 (3) “Organization” means a corporation, conference, 33 association, or other organization which has as one of 34 its primary purposes the sponsoring or administration 35 -17- LSB 1008SV (2) 89 ec/tm 17/ 20
S.F. 600 of extracurricular intercollegiate athletic contests or 1 competitions , or professional sporting events . 2 Sec. 19. Section 15F.401, subsection 1, paragraph b, Code 3 2021, is amended by adding the following new subparagraph: 4 NEW SUBPARAGRAPH . (4) “Professional sporting events” means 5 any sporting events for which the competing athletes receive 6 payment for their participation in such sporting event. 7 Sec. 20. Section 15F.401, subsection 2, paragraph a, Code 8 2021, is amended to read as follows: 9 a. A city or county in the state or a public entity, 10 including a convention and visitors bureau or a district, 11 may apply to the authority for financial assistance for a 12 project that actively and directly promotes sporting events for 13 accredited colleges and universities , professional sporting 14 events, and other sporting events in the area served by the 15 city, county, or public entity. 16 Sec. 21. SPORTS TOURISM PROGRAM —— SPORTS WAGERING RECEIPTS 17 FUND. There is appropriated from the sports wagering receipts 18 fund created in section 8.57, subsection 6, to the economic 19 development authority for the fiscal year beginning July 1, 20 2021, and ending June 30, 2022, the following amount, or so 21 much thereof as is necessary, to be used for the purposes 22 designated: 23 For the sports tourism program created in section 15F.401: 24 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,500,000 25 EXPLANATION 26 The inclusion of this explanation does not constitute agreement with 27 the explanation’s substance by the members of the general assembly. 28 This bill relates to and makes appropriations to state 29 departments and agencies from the rebuild Iowa infrastructure 30 fund and the technology reinvestment fund, and provides for 31 related matters. The bill is organized by divisions. 32 DIVISION I —— REBUILD IOWA INFRASTRUCTURE FUND. This 33 division appropriates project funding for FY 2021-2022 34 from the rebuild Iowa infrastructure fund for projects 35 -18- LSB 1008SV (2) 89 ec/tm 18/ 20
S.F. 600 for the departments of agriculture and land stewardship, 1 blind, cultural affairs, human services, public safety, 2 transportation, and veterans affairs, and for the economic 3 development authority, board of regents, and treasurer of 4 state. The division also appropriates project funding from 5 the rebuild Iowa infrastructure fund for multiple fiscal years 6 to the departments of corrections, public defense, and natural 7 resources. 8 DIVISION II —— TECHNOLOGY REINVESTMENT FUND. This 9 division appropriates project funding for FY 2021-2022 10 from the technology reinvestment fund for the departments 11 of corrections, education, homeland security and emergency 12 management, human rights, human services, inspections and 13 appeals, management, public defense, public safety, revenue, 14 and veterans affairs, and for the judicial branch, the office 15 of the chief information officer, and for the ethics and 16 campaign disclosure board. 17 DIVISION III —— CHANGES TO PRIOR APPROPRIATIONS. This 18 division makes a change to moneys appropriated from the rebuild 19 Iowa infrastructure fund to the department of administrative 20 services for major maintenance projects, the economic 21 development authority for the vacant state buildings demolition 22 and rehabilitation funds, the board of regents for projects 23 at the Iowa state university of science and technology, and 24 the judicial branch for furniture and equipment at certain 25 justice centers. The division also makes a change to the 26 reversion provision for moneys appropriated from the rebuild 27 Iowa infrastructure fund to the department of cultural affairs 28 for maintenance projects for the state historical building in 29 FY 2017-2018. The division takes effect upon enactment. 30 DIVISION IV —— MISCELLANEOUS PROVISIONS. Code section 31 8.57C, concerning the technology reinvestment fund, is amended 32 to provide for an appropriation to the fund from the rebuild 33 Iowa infrastructure fund for the fiscal year beginning July 1, 34 2021, of $17.5 million. 35 -19- LSB 1008SV (2) 89 ec/tm 19/ 20
S.F. 600 Code section 15.261, concerning the vacant state buildings 1 demolition fund, is amended to allow moneys in the fund to be 2 used for demolition of vacant buildings purchased by a county 3 from the federal government. The Code section is also amended 4 to give preference to applicants who have not previously been 5 awarded money from the fund. 6 Code section 15.262, concerning the vacant state buildings 7 rehabilitation fund, is amended to allow moneys in the fund 8 to be used for rehabilitation of vacant buildings purchased 9 by a county from the federal government. The Code section is 10 also amended to give preference to applicants who have not 11 previously been awarded money from the fund. 12 The bill reduces the standing appropriation from the rebuild 13 Iowa infrastructure fund to the routine maintenance fund 14 created in Code section 8A.330 for the fiscal year beginning 15 July 1, 2021, from $2 million to $1 million. 16 DIVISION V —— AUTISM SUPPORT FUND. This division 17 appropriates moneys from the autism support fund to the rebuild 18 Iowa infrastructure fund for FY 2021-2022. 19 DIVISION VI —— SPORTS TOURISM PROGRAM. Code section 20 15F.401, creating the sports tourism program, is amended to 21 provide that the program is authorized to provide financial 22 assistance for projects that promote professional sporting 23 events.
