CHIROPRACTIC LOAN FUNDS. Notwithstanding section 4 261.72, the moneys deposited in the chiropractic loan revolving 5 fund created pursuant to section 261.72, for the fiscal year 6 beginning July 1, 2021, and ending June 30, 2022, may be used 7 for purposes of the chiropractic loan forgiveness program 8 established in section 261.73. 9 Sec. 4. WORK-STUDY APPROPRIATION. Notwithstanding section 10 261.85, for the fiscal year beginning July 1, 2021, and ending 11 June 30, 2022, the amount appropriated from the general fund 12 of the state to the college student aid commission for the 13 work-study program under section 261.85 shall be zero. 14 Sec. 5. TRANSFERS TO FUTURE READY IOWA SKILLED WORKFORCE 15 LAST-DOLLAR SCHOLARSHIP FUND. 16 1. Notwithstanding section 261.132, subsection 5, there is 17 transferred from the future ready Iowa skilled workforce grant 18 fund created pursuant to section 261.132, subsection 5, to the 19 future ready Iowa skilled workforce last-dollar scholarship 20 fund created pursuant to section 261.131, subsection 5, any 21 moneys remaining unencumbered and unobligated on the effective 22 date of this Act. 23 2. From the moneys appropriated from the Iowa skilled worker 24 and job creation fund, created in section 8.75, to the college 25 student aid commission for the fiscal year beginning July 1, 26 2020, and ending June 30, 2021, for purposes of providing 27 skilled workforce shortage tuition grants, in accordance with 28 section 261.130, pursuant to 2020 Iowa Acts, chapter 1019, 29 section 7, $400,000 is transferred to the future ready Iowa 30 skilled workforce last-dollar scholarship fund created pursuant 31 to section 261.131. 32 DEPARTMENT OF EDUCATION 33 Sec. 6. From the moneys deposited in the school ready children 8 grants account for the fiscal year beginning July 1, 2021, and 9 ending June 30, 2022, not more than $265,950 is allocated for 10 the early childhood Iowa office and other technical assistance 11 activities. Moneys allocated under this lettered paragraph 12 may be used by the early childhood Iowa state board for the 13 purpose of skills development and support for ongoing training 14 of staff. However, except as otherwise provided in this 15 subsection, moneys shall not be used for additional staff or 16 for the reimbursement of staff. 17 b. Of the amount appropriated in this subsection for 18 deposit in the school ready children grants account of the 19 early childhood Iowa fund, $2,318,018 shall be used for efforts 20 to improve the quality of early care, health, and education 21 programs. Moneys allocated pursuant to this paragraph may be 22 used for additional staff and for the reimbursement of staff. 23 The early childhood Iowa state board may reserve a portion 24 of the allocation, not to exceed $88,650, for the technical 25 assistance expenses of the early childhood Iowa state office, 26 including the reimbursement of staff, and shall distribute 27 the remainder to early childhood Iowa areas for local quality 28 improvement efforts through a methodology identified by the 29 early childhood Iowa state board to make the most productive 30 use of the funding, which may include use of the distribution 31 formula, grants, or other means. 32 c. Of the amount appropriated in this subsection for 33 deposit in the school ready children grants account of 34 the early childhood Iowa fund, $825,030 shall be used for 35 -6- LSB 1003SV (1) 89 kh/tm 6/ 33
S.F. 596 support of professional development and training activities 1 for persons working in early care, health, and education by 2 the early childhood Iowa state board in collaboration with 3 the professional development component groups maintained by 4 the early childhood Iowa stakeholders alliance pursuant to 5 section 256I.12, subsection 7, paragraph “b”, and the early 6 childhood Iowa area boards. Expenditures shall be limited to 7 professional development and training activities agreed upon by 8 the parties participating in the collaboration as approved by 9 the early childhood Iowa state board. 10 9. BIRTH TO AGE THREE SERVICES 11 a. For expansion of the federal Individuals with 12 Disabilities Education Improvement Act of 2004, Pub. L. The moneys appropriated in this subsection shall be 26 used for implementation and expansion of early head start 27 pilot projects addressing the comprehensive cognitive, social, 28 emotional, and developmental needs of children from birth to 29 age three, including prenatal support for qualified families. 30 The projects shall promote healthy prenatal outcomes and 31 healthy family functioning, and strengthen the development of 32 infants and toddlers in low-income families. Priority shall be 33 given to those organizations that have previously qualified for 34 and received state funding to administer an early head start 35 -7- LSB 1003SV (1) 89 kh/tm 7/ 33

EARLY WARNING SYSTEM FOR LITERACY 5 For purposes of purchasing a statewide license for an early 6 warning assessment and administering the early warning system 7 for literacy established in accordance with section 279.68 and 8 rules adopted in accordance with section 256.7, subsection 31: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,915,000 10 The department shall administer and distribute to school 11 districts and accredited nonpublic schools the early warning 12 assessment system that allows teachers to screen and monitor 13 student literacy skills from prekindergarten through grade 14 six. The department may charge school districts and accredited 15 nonpublic schools a fee for the system not to exceed the actual 16 costs to purchase a statewide license for the early warning 17 assessment minus the moneys received by the department under 18 this subsection. The fee shall be determined by dividing the 19 actual remaining costs to purchase the statewide license for 20 the school year by the number of pupils assessed under the 21 system in the current fiscal year. School districts may use 22 moneys received pursuant to section 257.10, subsection 11, and 23 moneys received for purposes of implementing section 279.68, 24 subsection 2, to pay the early warning assessment system fee. 25 21. IOWA READING RESEARCH CENTER 26 a. For purposes of the Iowa reading research center in 27 order to implement, in collaboration with the area education 28 agencies, the provisions of section 256.9, subsection 49, 29 paragraph “c”: 30 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,550,176 31 b. From moneys appropriated in this subsection, not more 32 than $250,000 shall be used for collaborations with the state 33 board of education relating to the approval of practitioner 34 preparation programs pursuant to section 256.7, subsection 3, 35 -10- LSB 1003SV (1) 89 kh/tm 10/ 33

Notwithstanding section 8.33, moneys received by the 9 department pursuant to this subsection that remain unencumbered 10 or unobligated at the close of the fiscal year shall not revert 11 but shall remain available for expenditure for the purposes 12 specified in this subsection for the following fiscal year. 13 22. TASK FORCE ON GROWING A DIVERSE K-12 TEACHER BASE 28 IN IOWA. 29 1. The director of the department of education, in 30 consultation with Iowa jobs for America’s graduates, shall 31 convene a task force on growing a diverse kindergarten through 32 grade twelve teacher base in Iowa. 33 2. Representatives from organizations that provide direct 15 student support leading to graduation and career pathways or 16 that provide remedial academic and career support outside the 17 traditional classroom or school day. 18 f. Representatives from community-based organizations that 19 have demonstrated expertise and effectiveness in the field of 20 workforce development. 21 g. Persons representing current teachers, administrators, 22 and school board members. 23 4. The task force shall do all of the following: 24 a. Develop a framework that expands opportunities for 25 a more diverse teacher workforce and establishes a unique 26 teacher career pathway for participants to achieve a bachelor’s 27 degree and teacher licensure while engaged meaningfully in the 28 education system. 29 b. Demonstrate how the proposed pathway maintains a 30 high-quality standard of learning and teacher preparation for 31 all participants. 32 c. Recommend methods to attract, engage, and retain a high 33 number of participants to make up a diverse teacher workforce 34 that reflects the growing diverse population of students across 35 -22- LSB 1003SV (1) 89 kh/tm 22/ 33
S.F. 596 Iowa, both rural and urban. 1 d. Recommend a pilot or experimental opportunity for a 2 finite group of participants during the 2022-2023 school year 3 that may be developed within an organization such as Iowa jobs 4 for America’s graduates. 5 5. The task force shall submit a report regarding 6 its findings and recommendations, including any proposed 7 legislative or administrative rule changes, to the governor, 8 the general assembly, and the state board of education by 9 December 15, 2021. 10 Sec. 14. Section 256I.8, subsection 1, paragraph c, 11 subparagraph (3), Code 2021, is amended to read as follows: 12 (3) Identify federal, state, local, and private funding 13 sources including funding estimates available in the early 14 childhood Iowa area that will be used to provide services to 15 children from zero through age five. 16 Sec. 15. Section 256I.11, subsection 3, Code 2021, is 17 amended to read as follows: 18 3. Unless a different amount is authorized by law, up to 19 three five percent of the school ready children grant moneys 20 distributed to an area board may be used by the area board for 21 administrative costs. 22 Sec. 16. Section 257.11, subsection 5, paragraph a, 23 subparagraph (1), Code 2021, is amended to read as follows: 24 (1) In order to provide additional funding to increase 25 student opportunities and redirect more resources to student 26 programming for school districts that share operational 27 functions, a district that shares with a political subdivision 28 one or more operational functions of a curriculum director, 29 master social worker, independent social worker, a bachelor 30 social worker under the supervision of a master social 31 worker or an independent social worker, or school counselor, 32 or one or more operational functions in the areas of 33 superintendent management, business management, human 34 resources, transportation, or operation and maintenance for at 35 -23- LSB 1003SV (1) 89 kh/tm 23/ 33
S.F. 596 least twenty percent of the school year shall be assigned a 1 supplementary weighting for each shared operational function. 2 A school district that shares an operational function in 3 the area of superintendent management shall be assigned a 4 supplementary weighting of eight pupils for the function. A 5 school district that shares an operational function in the area 6 of business management, human resources, transportation, or 7 operation and maintenance shall be assigned a supplementary 8 weighting of five pupils for the function. A school district 9 that shares the operational functions of a curriculum 10 director , ; a master social worker or an independent social 11 worker or a bachelor social worker under the supervision of a 12 master social worker or an independent social worker licensed 13 under chapters 147 and 154C , ; or a school counselor shall be 14 assigned a supplementary weighting of three pupils for the 15 function. The additional weighting shall be assigned for 16 each discrete operational function shared. However, a school 17 district may receive the additional weighting under this 18 subsection for sharing the services of an individual with a 19 political subdivision even if the type of operational function 20 performed by the individual for the school district and the 21 type of operational function performed by the individual 22 for the political subdivision are not the same operational 23 function, so long as both operational functions are eligible 24 for weighting under this subsection . In such case, the school 25 district shall be assigned the additional weighting for the 26 type of operational function that the individual performs for 27 the school district, and the school district shall not receive 28 additional weighting for any other function performed by the 29 individual. The operational function sharing arrangement does 30 not need to be a newly implemented sharing arrangement to 31 receive supplementary weighting under this subsection . 32 Sec. 17. Section 261.25, subsections 1 and 2, Code 2021, are 33 amended to read as follows: 34 1. There is appropriated from the general fund of the state 35 -24- LSB 1003SV (1) 89 kh/tm 24/ 33
S.F. 596 to the commission for each fiscal year the sum of forty-seven 1 forty-eight million seven hundred three thousand four hundred 2 sixty-three dollars for tuition grants to qualified students 3 who are enrolled in accredited private institutions. 4 2. There is appropriated from the general fund of the 5 state to the commission for each fiscal year the sum of four 6 hundred twenty-six thirty-six thousand two eight hundred twenty 7 seventy-six dollars for tuition grants for qualified students 8 who are enrolled in eligible institutions. Of the moneys 9 appropriated under this subsection , not more than eighty one 10 hundred thousand dollars annually shall be used for tuition 11 grants to qualified students who are attending an eligible 12 institution under section 261.9, subsection 3 , paragraph “b” . 13 Sec. 18. Section 261.132, Code 2021, is amended by adding 14 the following new subsection: 15 NEW SUBSECTION . 6. New awards prohibited. For the fiscal 16 year beginning July 1, 2021, and each succeeding fiscal year, 17 the commission shall not award a future ready Iowa skilled 18 workforce grant to any new applicant, but may award a future 19 ready Iowa skilled workforce grant to an applicant who received 20 a grant awarded under the program in the fiscal year beginning 21 July 1, 2020, and who continues to meet the eligibility 22 requirements of this section. 23 Sec. 19. Section 284.13, subsection 1, paragraphs a, b, c, 24 e, f, and g, Code 2021, are amended to read as follows: 25 a. For the fiscal year beginning July 1, 2019 2021 , and 26 ending June 30, 2020 2022 , to the department, the amount of 27 five hundred eight thousand two hundred fifty dollars for the 28 issuance of national board certification awards in accordance 29 with section 256.44 . Of the amount allocated under this 30 paragraph, not less than eighty-five thousand dollars shall 31 be used to administer the ambassador to education position in 32 accordance with section 256.45 . 33 b. For the fiscal year beginning July 1, 2019 2021 , and 34 ending June 30, 2020 2022 , up to seven hundred twenty-eight 35 -25- LSB 1003SV (1) 89 kh/tm 25/ 33
S.F. 596 thousand two hundred sixteen dollars to the department for 1 purposes of implementing the professional development program 2 requirements of section 284.6 , assistance in developing model 3 evidence for teacher quality committees established pursuant to 4 section 284.4, subsection 1 , paragraph “b” , and the evaluator 5 training program in section 284.10 . A portion of the funds 6 allocated to the department for purposes of this paragraph may 7 be used by the department for administrative purposes and for 8 not more than four full-time equivalent positions. 9 c. For the fiscal year beginning July 1, 2019 2021 , 10 and ending June 30, 2020 2022 , an amount up to one million 11 seventy-seven thousand eight hundred ten dollars to the 12 department for the establishment of teacher development 13 academies in accordance with section 284.6, subsection 10 . A 14 portion of the funds allocated to the department for purposes 15 of this paragraph may be used for administrative purposes. 16 e. For the fiscal year beginning July 1, 2019 2021 , and 17 ending June 30, 2020 2022 , to the department an amount up to 18 twenty-five thousand dollars for purposes of the fine arts 19 beginning teacher mentoring program established under section 20 256.34 . 21 f. For the fiscal year beginning July 1, 2019 2021 , and 22 ending June 30, 2020 2022 , to the department an amount up 23 to six hundred twenty-six thousand one hundred ninety-one 24 dollars shall be used by the department for a delivery system, 25 in collaboration with area education agencies, to assist in 26 implementing the career paths and leadership roles considered 27 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 28 not limited to planning grants to school districts and area 29 education agencies, technical assistance for the department, 30 technical assistance for districts and area education agencies, 31 training and staff development, and the contracting of external 32 expertise and services. In using moneys allocated for purposes 33 of this paragraph, the department shall give priority to school 34 districts with certified enrollments of fewer than six hundred 35 -26- LSB 1003SV (1) 89 kh/tm 26/ 33

A portion of the moneys allocated annually to the 1 department for purposes of this paragraph may be used by the 2 department for administrative purposes and for not more than 3 five full-time equivalent positions. 4 g. For the fiscal year beginning July 1, 2020 2022 , and 5 for each subsequent fiscal year, to the department, ten 6 million dollars for purposes of implementing the supplemental 7 assistance for high-need schools provisions of section 284.11 . 8 Annually, of the moneys allocated to the department for 9 purposes of this paragraph, up to one hundred thousand dollars 10 may be used by the department for administrative purposes and 11 for not more than one full-time equivalent position. 12 Sec. 20. EFFECTIVE DATES. The following, being deemed of 13 immediate importance, take effect upon enactment: 14 1. The section of this Act transferring moneys to the future 15 ready Iowa skilled workforce last-dollar scholarship fund 16 established pursuant to section 261.131. 17 2. The section of this Act amending 2019 Iowa Acts, chapter 18 135, section 5, subsection 27, as amended by 2020 Iowa Acts, 19 chapter 1121, section 76, subsection 27. 20 Sec. 21. RETROACTIVE APPLICABILITY. The following applies 21 retroactively to July 1, 2020: 22 The section of this Act transferring moneys to the future 23 ready Iowa skilled workforce last-dollar scholarship fund 24 established pursuant to section 261.131. 25 DIVISION II 26 WORKFORCE TRAINING PROGRAMS —— APPROPRIATIONS FY 2021-2022 27 Sec. 22. There is appropriated from the Iowa skilled worker 28 and job creation fund created in section 8.75 to the following 29 departments, agencies, and institutions for the fiscal year 30 beginning July 1, 2021, and ending June 30, 2022, the following 31 amounts, or so much thereof as is necessary, to be used for the 32 purposes designated: 33 1. The department shall establish an 26 application process and criteria to award grants pursuant to 27 this subparagraph to community colleges. The program shall provide supplemental 4 support services for international refugees to improve 5 learning, English literacy, life skills, cultural competencies, 6 and integration in a county with a population over 350,000 7 as determined by the 2010 federal decennial census. The 8 department of human services shall utilize a request for 9 proposals process to identify the entity best qualified to 10 implement the program. 11 c. Notwithstanding section 8.33, moneys appropriated 12 in this section of this division of this Act that remain 13 unencumbered or unobligated at the close of the fiscal year 14 shall not revert but shall remain available for expenditure 15 for the purposes designated until the close of the succeeding 16 fiscal year. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill appropriates moneys for fiscal year 2021-2022 from 21 the general fund of the state and other funds to the college 22 student aid commission, the department for the blind, the 23 department of education, and the state board of regents and its 24 institutions. The bill is organized by divisions. 25 DIVISION I —— FY 2021-2022. The bill appropriates moneys to 26 the department for the blind for its administration. 27 The bill includes appropriations to the college student aid 28 commission for general administrative purposes, administration 29 of the future ready Iowa skilled workforce last-dollar 30 scholarship program, the health care professional recruitment 31 program, the national guard service scholarship program, the 32 all Iowa opportunity scholarship program, the teach Iowa 33 scholar program, the rural Iowa primary care loan repayment 34 program, the health care loan repayment program, the rural 35 -30- LSB 1003SV (1) 89 kh/tm 30/ 33
S.F. 596 veterinarian loan repayment program, and the future ready Iowa 1 skilled workforce last-dollar scholarship program. 2 The bill provides for the transfer of any moneys remaining 3 unencumbered and unobligated on the effective date of the bill, 4 in the future ready Iowa skilled workforce grant fund to the 5 future ready Iowa skilled workforce last-dollar scholarship 6 fund; and provides for transfer of $400,000 from moneys 7 appropriated to the college student aid commission for purposes 8 of providing skilled workforce shortage tuition grants, 9 pursuant to 2020 Iowa Acts, chapter 1019, section 7, to the 10 future ready Iowa skilled workforce last-dollar scholarship 11 fund. These provisions take effect upon enactment and are 12 retroactively effective to July 1, 2020. 13 The bill reduces the standing appropriations for the 14 Iowa tuition grant program, but increases, from the moneys 15 appropriated for Iowa tuition grant awards for students 16 attending accredited private institutions, the amount used for 17 students who are attending barber and cosmetology arts and 18 sciences schools to $100,000. 19 The bill amends Code section 261.132 to prohibit, for FY 20 2020-2021, and each succeeding fiscal year, the commission from 21 awarding a grant under the future ready Iowa skilled workforce 22 grant program to any new applicant, but allows the commission 23 to award the grants to applicants who received a grant under 24 the program in FY 2020-2021, and continue to meet the program 25 eligibility requirements. 26 The bill appropriates moneys to the department of education 27 for purposes of the department’s general administration, 28 career and technical education (CTE) administration, division 29 of vocational rehabilitation services including independent 30 living programs, the entrepreneurs with disabilities program, 31 and independent living centers, state library for general 32 administration and the enrich Iowa program, public broadcasting 33 division, career and technical education reimbursement for 34 expenditures made by CTE regional planning partnerships, school 35 -31- LSB 1003SV (1) 89 kh/tm 31/ 33
S.F. 596 food service, early childhood Iowa fund, expansion of the 1 federal Individuals with Disabilities Education Improvement 2 Act birth through age three services, early head start 3 projects, textbooks for nonpublic school pupils, the student 4 achievement and teacher quality program, statewide student 5 assessment, statewide clearinghouse to expand work-based 6 learning, postsecondary summer classes for high school 7 students program, jobs for America’s graduates specialists, 8 attendance center performance/general internet site and 9 data system support, the online state job posting system, 10 successful progression for early readers, an early warning 11 system for literacy, the Iowa reading research center, computer 12 science professional development incentive fund, children’s 13 mental health school-based training and support, for school 14 districts for students with intellectual and developmental 15 disabilities, adult education and literacy programs, student 16 first scholarship fund distribution to the midwestern higher 17 education compact to pay Iowa’s member state annual obligation, 18 and community colleges. 19 The bill provides that expenditures for professional 20 development and training activities agreed to by the parties 21 participating in a collaboration must also be approved by the 22 early childhood Iowa state board; and amends the Iowa Code to 23 eliminate a requirement for the comprehensive community plan 24 each early childhood Iowa area board must develop, and to raise 25 from 3 percent to 5 percent the amount of school ready children 26 grant moneys distributed to area boards that may be used by 27 such boards for administrative costs. 28 Moneys appropriated in FY 2020-2021 to the department for 29 nonpublic school concurrent enrollment payments to community 30 colleges do not revert to the general fund of the state but may 31 be used for the purposes designated until June 30, 2022. This 32 provision takes effect upon enactment. 33 For the 2021-2022 fiscal year, the bill reduces the standing 34 appropriations for at-risk children under Code section 279.51. 35 -32- LSB 1003SV (1) 89 kh/tm 32/ 33
S.F. 596 The bill amends 2020 Iowa Acts, chapter 1108, to increase the 1 amount appropriated for deposit in the therapeutic classroom 2 incentive fund. 3 The bill requires the director of the department of 4 education, in consultation with Iowa jobs for America’s 5 graduates, to convene a task force on growing a diverse 6 kindergarten through grade 12 teacher base in Iowa. The task 7 force shall submit a report to the governor, the general 8 assembly, and the state board of education by December 15, 9 2021. 10 The bill amends the Iowa Code to add a bachelor social 11 worker supervised by a master social worker or an independent 12 social worker to the list of operational functions for which 13 supplementary weighting, in the amount of three pupils, is 14 provided to school districts and AEAs. 15 The bill appropriates moneys to the state board of regents 16 for the board office, universities’ general operating budgets; 17 the western Iowa regents resource center; Iowa public radio; 18 the state university of Iowa; Iowa state university of science 19 and technology; the university of northern Iowa; and for the 20 Iowa school for the deaf and the Iowa braille and sight saving 21 school. 22 DIVISION II —— WORKFORCE TRAINING PROGRAMS —— APPROPRIATIONS 23 FY 2021-2022.
