Section
1.
Section
321L.1,
Code
2021,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
9.
“Purple
heart
recipients
and
wounded

veterans
municipal
meters
parking
permit”
means
a
permit
issued
4
by
the
department
that
allows
the
holder
to
park
in
a
metered
5
parking
space,
either
on-street
or
off-street,
operated
or
6
maintained
by
a
city,
and
includes
all
of
the
following:

a.
A
purple
heart
special
registration
plate
issued
under
8
section
321.34,
subsection
18,
to
or
for
a
person
who
was
9
awarded
a
purple
heart
medal
by
the
United
States
government
10
for
wounds
received
in
military
or
naval
combat
against
an
11
armed
enemy
of
the
United
States.

b.
A
purple
heart
recipients
and
wounded
veterans
removable
13
windshield
municipal
meters
parking
placard
which
is
a
14
two-sided
placard
for
hanging
from
the
rearview
mirror
when
15
the
motor
vehicle
is
parked
in
a
metered
parking
space,
either

on-street
or
off-street,
operated
or
maintained
by
a
city.

1.
A
resident
of
the
state
who
is
a
veteran
and
who
21
was
awarded
a
purple
heart
medal
by
the
United
States
22
government
for
wounds
received
in
military
or
naval
combat
23
against
an
armed
enemy
of
the
United
States,
or
who
has
a
24
service-connected
disability
rating
by
the
United
States
25
department
of
veterans
affairs,
desiring
a
removable
windshield
26
municipal
meters
parking
placard
may
apply
to
the
department
27
upon
an
application
form
furnished
by
the
department
providing
28
the
applicant’s
full
legal
name,
address,
date
of
birth,
29
social
security
number
or
Iowa
driver’s
license
number
or
Iowa
30
nonoperator’s
identification
card
number,
and
proof
of
receipt
31
of
the
purple
heart
medal
or
certification
from
the
United
32
States
department
of
veterans
affairs
stating
the
nature
of
the
33
applicant’s
service-connected
disability
rating,
as
applicable.

Upon
receiving
a
valid
application,
the
department
shall
issue

one
removable
windshield
municipal
meters

placard
to

the
applicant.

The
removable
windshield
municipal
meters
parking
3
placard
shall
contain
all
of
the
following
information:

a.
Each
side
of
the
placard
shall
include
all
of
the
5
following:

(1)
A
symbol
approved
for
use
by
the
department
to
designate
7
purple
heart
recipients
and
wounded
veterans
which
is
at
least
8
three
inches
in
height
and
centered
on
the
placard.
9
(2)
An
identification
number.
10
(3)
The
seal
or
other
identification
of
the
issuing
11
authority.
12
b.
One
side
of
the
placard
shall
contain
all
of
the
13
following
information:
14
(1)
A
statement
printed
on
it
as
follows:
15
Remove
from
mirror
before
operating
vehicle.
16
(2)
The
return
address
and
telephone
number
of
the
17
department.
18
(3)
The
signature
of
the
person
who
has
been
issued
the
19
placard.

A
removable
windshield
municipal
meters
parking
placard
21
shall
only
be
displayed
when
the
vehicle
is
parked
in
a
metered
22
parking
space,
either
on-street
or
off-street,
operated
or
23
maintained
by
a
city.
The
placard
shall
be
displayed
in
a
24
manner
that
allows
the
entire
placard
to
be
visible
through
the
25
vehicle’s
windshield.

4.
The
department
shall
issue
a
new
removable
windshield
27
municipal
meters
parking
placard
if
the
previously
issued
28
placard
is
reported
lost,
stolen,
or
damaged.
A
placard
29
reported
lost
or
stolen
shall
be
invalidated
by
the
department.
30
A
placard
which
is
damaged
shall
be
returned
to
the
department
31
and
exchanged
for
a
new
placard
in
accordance
with
rules
32
adopted
by
the
department.

5.
Any
person
providing
false
information
with
the
intent
to
34
defraud
on
the
application
for
a
removable
windshield
municipal
35

meters
parking
placard
used
in
establishing
proof
under
1
subsection
1
is
subject
to
a
civil
penalty
of
three
hundred
2
dollars
which
may
be
imposed
by
the
department.
In
addition

to
the
civil
penalty,
the
department
shall
revoke
the
placard
4
issued
pursuant
to
this
section.

Sec.
3.
NEW
SECTION
.

Return
of
purple
heart
6
recipients
and
wounded
veterans
municipal
meters
parking
7
placards.

1.
Purple
heart
recipients
and
wounded
veterans
municipal
9
meters
parking
placards
shall
be
returned
to
the
department
10
upon
the
occurrence
of
any
of
the
following:
11
a.
The
person
to
whom
the
placard
has
been
issued
is
12
deceased.
13
b.
The
person
to
whom
the
placard
has
been
issued
has
moved
14
out
of
state.
15
c.
A
person
has
found
or
has
in
the
person’s
possession
a
16
purple
heart
recipients
and
wounded
veterans
municipal
meters
17
parking
placard
that
was
not
issued
to
that
person.
18
d.
The
placard
has
been
revoked.
19
e.
The
placard
reported
lost
or
stolen
is
later
found
20
or
retrieved
after
a
subsequent
purple
heart
recipients
and
21
wounded
veterans
municipal
meters
parking
placard
has
been
22
issued.

2.
A
person
who
fails
to
return
a
purple
heart
recipients
24
and
wounded
veterans
municipal
meters
parking
placard
and
25
subsequently
misuses
the
placard
by
illegally
parking
in
a
26
metered
parking
space,
either
on-street
or
off-street,
operated
27
or
maintained
by
a
city
is
guilty
of
a
simple
misdemeanor
28
punishable
as
a
scheduled
violation
under
section
805.8A,
29
subsection
1,
paragraph
“c”
.

Purple
heart
recipients
and
wounded
veterans
municipal
31
meters
parking
placards
may
be
returned
to
the
department
as
32
required
by
this
section
directly
to
the
department,
to
a
33
driver’s
license
station,
or
to
any
law
enforcement
office.

A
purple

and
wounded
veterans
municipal

meters
parking
permit
allows
the
holder
to
park
a
vehicle
4
at
parking
meters
operated
and
maintained
by
a
city,
either
5
on-street
or
off-street,
for
free
for
a
period
not
to
exceed
6
twenty-four
hours.
The
holder
and
the
holder’s
vehicle
are
7
not
subject
to
enforcement
of
any
ordinance
related
to
parking
8
meter
fees
at
such
parking
meters
during
the
applicable
9
twenty-four-hour
period.

2.
A
purple
heart
recipients
and
wounded
veterans
municipal
11
meters
parking
permit
shall
be
displayed
in
a
motor
vehicle
12
as
a
removable
windshield
placard
or
on
a
vehicle
as
a
purple
13
heart
special
registration
plate
when
being
used
by
a
purple
14
heart
recipient
or
wounded
veteran,
either
as
an
operator
or
15
passenger.
Each
removable
windshield
placard
shall
be
of
16
uniform
design
and
fabricated
of
durable
material,
suitable
17
for
display
from
within
the
passenger
compartment
of
a
motor
18
vehicle,
and
readily
transferable
from
one
vehicle
to
another.

The
placard
shall
only
be
displayed
when
the
motor
vehicle
20
is
parked
in
a
metered
parking
space,
either
on-street
or
21
off-street,
operated
or
maintained
by
a
city.

The
use
of
a
metered
parking
space,
either
on-street
or
23
off-street,
operated
or
maintained
by
a
city
by
an
operator
24
of
a
vehicle
displaying
a
purple
heart
recipients
and
wounded
25
veterans
municipal
meters
parking
permit
but
not
being
used
by
26
a
person
issued
the
permit
constitutes
improper
use
of
a
purple
27
heart
recipients
and
wounded
veterans
municipal
meters
parking
28
permit,
which
is
a
simple
misdemeanor
punishable
as
a
scheduled
29
violation
under
section
805.8A,
subsection
1,
paragraph
30
“c”
.
Proof
of
conviction
of
two
or
more
violations
involving
31
improper
use
of
a
purple
heart
recipients
and
wounded
veterans
32
municipal
meters
parking
permit
is
grounds
for
revocation
33
by
the
court
or
the
department
of
the
holder’s
privilege
to
34
possess
or
use
the
parking
permit.

A
peace
officer
as
designated
in
section
801.4,

subsection
11,
shall
have
the
authority
to
and
shall
enforce

the
provisions
of
this
section
on
public
and
private
property.

Purple
heart
recipients
and

municipal
meters
parking
permits
and
parking

rules.

The
department,
pursuant
to
chapter
17A,
shall
adopt
rules
7
relating
to
all
of
the
following:
8
1.
Establishing
procedures
for
applying
to
the
department
9
for
issuance
of
purple
heart
recipients
and
wounded
veterans
10
municipal
meters
parking
placards
under
this
chapter,
including
11
but
not
limited
to
rules
detailing
the
requirements
for
12
acceptable
proof
of
receipt
of
the
purple
heart
medal
or
13
certification
of
a
service-connected
disability
rating.
14
2.
Governing
the
manner
in
which
purple
heart
recipients
15
and
wounded
veterans
municipal
meters
parking
permits
are
to
be
16
displayed
in
or
on
motor
vehicles.
17
3.
Regarding
enforcement
of
this
chapter.

Sec.
6.
Section
364.3,
Code
2021,
is
amended
by
adding
the
19
following
new
subsection:

NEW
SUBSECTION
.
13.
A
city
that
operates
and
maintains
21
parking
meters,
either
on-street
or
off-street,
shall
not
22
enforce
any
ordinance
related
to
parking
meter
fees
at
such
23
parking
meters
against
a
person
whose
vehicle
is
lawfully
24
bearing
purple
heart
special
registration
plates
issued
25
pursuant
to
section
321.34,
subsection
18,
or
displaying
a
26
purple
heart
recipients
and
wounded
veterans
municipal
meters
27
parking
placard
issued
pursuant
to
section
321L.11,
during
the
28
first
twenty-four
hours
the
vehicle
is
parked.

Sec.
7.
Section
805.8A,
subsection
1,
paragraph
c,
Code
30
2021,
is
amended
to
read
as
follows:

c.
For
violations
under
section
321L.2A,
subsection
3
,
32
sections
section
321L.3,
section
321L.4,
subsection
2,
and
33
section
sections
321L.7,
321L.12,
and
321L.13,
the
scheduled
34
fine
is
two
hundred
dollars.

bill
creates
a
new
parking
permit
that
allows
purple
4
heart
recipients
and
wounded
veterans
with
a
service-connected
5
disability
rating
by
the
United
States
department
of
veterans
6
affairs
to
park
in
city-operated
and
maintained
metered
parking
7
spaces,
either
on-street
or
off-street,
free
of
charge
for
8
up
to
24
hours.
The
bill
defines
the
term
“purple
heart
9
recipients
and
wounded
veterans
municipal
meters
parking
10
permit”
to
include
both
purple
heart
special
registration
11
plates
and
a
new
removable
windshield
placard.
12
The
bill
requires
the
department
of
transportation
(DOT)
to
13
create
the
new
removable
windshield
placard
for
purple
heart
14
recipients
and
wounded
veterans.
The
bill
specifies
certain
15
placard
requirements
similar
to
the
requirements
under
current
16
law
for
persons
with
disabilities
placards.
An
applicant
is
17
eligible
to
receive
one
removable
windshield
placard.
There
is
18
no
fee
for
the
issuance
of
a
removable
windshield
placard.

The
bill
requires
purple
heart
recipients
and
wounded
20
veterans
municipal
meters
parking
placards
to
be
returned
to
21
the
DOT
when
the
person
to
whom
the
placard
was
issued
is
22
deceased
or
has
moved
out
of
state,
a
person
finds
or
possesses

a
placard
not
issued
to
that
person,
the
placard
has
been
24
revoked,
or
when
the
placard
reported
lost
or
stolen
is
later

found
or
