Section
1.
Section
272.2,
Code
2021,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
24.
By
August
1,
2021,
adopt
rules
pursuant
3
to
chapter
17A,
developed
in
consultation
with
the
department,
4
establishing
a
statement
of
professional
recognition
for
5
behavior
analysts
licensed
under
chapter
154D.

Sec.
2.
EMERGENCY
RULES.
The
board
of
educational
examiners
7
may
adopt
emergency
rules
under
section
17A.4,
subsection
3,
8
and
section
17A.5,
subsection
2,
paragraph
“b”,
to
implement
9
the
provisions
of
this
Act
and
the
rules
shall
be
effective
10
immediately
upon
filing
unless
a
later
date
is
specified
in
the
11
rules.
Any
rules
adopted
in
accordance
with
this
section
shall
12
also
be
published
as
a
notice
of
intended
action
as
provided
13
in
section
17A.4.
14
Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
15
importance,
takes
effect
upon
enactment.

17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
board
of
educational
examiners
to
20
adopt
rules
by
August
1,
2021,
developed
in
consultation
with
21
the
department
of
education,
establishing
a
statement
of
22
professional
recognition
for
behavior
analysts
licensed
under
23
Code
chapter
154D.
24
The
bill
authorizes
the
board
to
carry
out
emergency
25
rulemaking
to
implement
the
bill.
The
bill
takes
effect
upon
26
enactment.
