Section
1.
Section
123.17,
Code
2021,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
6A.
After
any
transfers
provided
for
in
3
subsections
3,
5,
and
6,
and
before
any
other
transfer
to
the
4
general
fund,
the
department
of
commerce
shall
transfer
to
the
5
economic
development
authority
from
the
beer
and
liquor
control
6
fund
seven
million
dollars
annually
for
a
statewide
tourism
7
marketing
campaign
established
pursuant
to
section
15.108,

subsection
5.

Sec.
2.
TRANSFER
OF
FUNDS
——
TOURISM.
Of
the
moneys
10
transferred
to
the
economic
development
authority
by
the
11
department
of
commerce
pursuant
to
section
123.17,
subsection
12
6A,
as
enacted
by
this
Act,
for
the
fiscal
year
beginning
July
13
1,
2021,
and
ending
June
30,
2022,
the
authority
shall
utilize
14
two
million
dollars,
or
so
much
thereof
as
is
necessary,
for
15
the
purpose
of
providing
funding
to
a
statewide
nonprofit
16
organization
whose
sole
purpose
is
to
market
and
support
17
tourism
efforts
in
rural
and
urban
Iowa
to
leverage
private
and
18
public
partnerships.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
commerce
to
transfer
23
to
the
economic
development
authority
from
the
beer
and
24
liquor
control
fund
$7
million
annually
for
a
statewide
25
tourism
marketing
campaign.
The
transfer
occurs
after
certain
26
specified
transfers
from
the
fund
and
before
other
specified
27
transfers.
28
The
bill
requires
the
authority
to
utilize
$2
million
of
29
the
moneys
transferred
pursuant
to
the
bill
in
fiscal
year
30
2021-2022,
or
so
much
thereof
as
is
necessary,
to
provide
31
funding
to
a
statewide
nonprofit
organization
whose
sole
32
purpose
is
to
market
and
support
tourism
efforts
in
rural
and
33
urban
Iowa
to
leverage
private
and
public
partnerships.
