1.
NEW
SECTION
.

Apprenticeships
——

licensure.

1.
Notwithstanding
any
provision
of
law
to
the
contrary,
3
except
as
provided
in
chapters
103
and
105,
beginning
on
the
4
effective
date
of
this
Act,
a
board
shall
grant
a
license
to
a
5
person
who
completes
an
apprenticeship
program
in
the
relevant
6
occupation
or
profession
and
submits
an
application
pursuant
to
7
this
section.

2.
A
board
may
require
an
applicant
to
pass
an
examination
9
prior
to
licensure
if
the
board
requires
an
applicant
who
10
has
completed
an
educational
program
to
pass
an
examination
11
prior
to
licensure.
A
board
shall
not
require
an
applicant
12
to
receive
a
higher
score
on
the
examination
than
the
score
13
required
of
an
applicant
who
completes
an
educational
program.

3.
A
board
may
require
an
applicant
to
pay
a
licensing
15
fee
if
the
board
requires
an
applicant
who
has
completed
an
16
educational
program
to
pay
a
licensing
fee.
A
board
shall
not
17
impose
a
licensing
fee
greater
than
the
licensing
fee
imposed
18
on
an
applicant
who
completes
an
educational
program.

4.
A
board
shall
not
require
an
applicant
to
complete
an
20
apprenticeship
program
of
a
greater
duration
than
is
required
21
by
federal
law
for
that
program.

5.
For
the
purposes
of
this
section,
“apprenticeship
23
program”
means
the
same
as
defined
in
section
15B.2.

6.
Each
board
shall
adopt
rules
for
the
implementation
of
25
this
section.

Sec.
2.
EFFECTIVE
DATE.
This
Act
takes
effect
January
1,
27
2022.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
licensure
of
persons
who
complete
an
32
apprenticeship
program.

The
bill
requires
a
licensing
board,
as
defined
in
Code
34
section
272C.1,
to
grant
a
license
to
a
person
who
completes
an
35

apprenticeship
program
that
meets
certain
federal
requirements
1
and
if
the
person
submits
an
application
to
the
appropriate
2
board.
The
bill
allows
a
board
to
impose
the
same
requirements
3
regarding
examinations
and
the
payment
of
fees
that
the
board
4
imposes
on
an
applicant
who
has
completed
an
educational
5
program.
The
bill
prohibits
a
board
from
requiring
an
6
applicant
to
complete
more
hours
of
apprenticeship
training
7
than
required
by
federal
law
for
that
program.
The
bill
does
8
not
change
the
provisions
for
apprenticeship
programs
for
9
licenses
under
Code
chapter
103
(electricians
and
electrical
10
contractors)
or
Code
chapter
105
(plumbers,
mechanical
11
professionals,
and
contractors).

The
bill
defines
“apprenticeship
program”
as
a
program
13
registered
with
the
Untied
States
department
of
labor,
office
14
of
apprenticeship,
which
includes
terms
and
conditions
for
the
15
qualification,
recruitment,
selection,
employment,
and
training
16
of
apprentices,
including
the
requirement
for
a
written
17
apprenticeship
agreement.
18
The
bill
takes
effect
January
1,
2022.
