1.
DEPARTMENT
OF
NATURAL
RESOURCES

COMPLEX.

1.
The
general
assembly
finds
and
declares
that
an
3
inadequate
number
of
full-time
equivalent
positions
classified
4
as
state
park
rangers
have
been
assigned
to
the
state
parks,
5
recreation
areas,
and
associated
facilities
within
the
area
6
known
as
the
Gull
Point
complex.
7
2.
Taking
the
highest
number
of
full-time
equivalent
8
positions
classified
as
state
park
rangers
assigned
to
the
Gull
9
Point
complex
during
the
period
beginning
July
1,
2020,
and
10
ending
December
31,
2021,
the
department
of
natural
resources
11
shall
add
two
more
full-time
equivalent
positions
classified
as
12
state
park
rangers
assigned
to
the
Gull
Point
complex.

3.
The
department
of
natural
resources
shall
add
the
two
14
full-time
equivalent
positions
as
described
in
this
section
15
notwithstanding
any
limitation
provided
in
2020
Iowa
Acts,
16
chapter
1121,
section
1,
subsection
7.

4.
The
department
of
natural
resources
shall
conduct
an
18
evaluation
of
the
optimal
number
of
full-time
equivalent
19
positions
classified
as
state
park
rangers
assigned
to
the
20
Gull
Point
complex.
The
department
shall
prepare
and
submit
a
21
report
of
its
findings
and
recommendations
to
the
governor
and
22
general
assembly
not
later
than
March
1,
2022.

Sec.
2.
REPEAL.
This
Act
is
repealed
July
1,
2022.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
25
importance,
takes
effect
upon
enactment.

EXPLANATION
27
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
28
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
natural
resources
(DNR)
30
to
increase
the
number
of
full-time
equivalent
positions
(FTEs)
31
classified
as
state
park
rangers
assigned
to
state
parks,
32
recreation
areas,
and
facilities
within
the
area
known
as
the
33
Gull
Point
complex.
DNR
must
conduct
an
evaluation
of
the
34
optimal
number
of
such
FTEs
assigned
to
the
Gull
Point
complex
