S.F. 39 Section 1. Section 483A.24, subsection 16, Code 2021, is 1 amended to read as follows: 2 16. Upon payment of the fee established by rules adopted 3 pursuant to section 483A.1 for a lifetime fishing license or 4 lifetime hunting and fishing combined license, the department 5 shall issue a lifetime fishing license or lifetime hunting and 6 fishing combined license to a resident of Iowa who has served 7 in the armed forces of the United States on federal active 8 duty and who was disabled or was a prisoner of war during that 9 veteran’s military service. The department shall prepare 10 an application to be used by a person requesting a lifetime 11 fishing license or lifetime hunting and fishing combined 12 license under this subsection . The department of veterans 13 affairs shall assist the department in verifying the status or 14 claims of applicants under this subsection . As used in this 15 subsection , “disabled” means entitled to a service connected 16 rating under 38 U.S.C. ch. 11. 17 Sec. 2. Section 483A.24, Code 2021, is amended by adding the 18 following new subsection: 19 NEW SUBSECTION . 16A. The department shall issue without 20 fee a lifetime fishing license or lifetime hunting and fishing 21 combined license to a resident of Iowa who has served in the 22 armed forces of the United States on federal active duty and 23 who was disabled during that veteran’s military service. The 24 department shall prepare an application to be used by a person 25 requesting a lifetime fishing license or lifetime hunting 26 and fishing combined license under this subsection. Upon 27 application, the person shall provide proof of service in the 28 armed forces of the United States on federal active duty, 29 proof of disability resulting from that service, a disability 30 rating of at least zero percent determined by the department of 31 veterans affairs, and proof of Iowa residency at the time of 32 application. The department of veterans affairs shall assist 33 the department in verifying the status or claims of applicants 34 under this subsection. S.F. 39 means entitled to a service-connected rating between zero and 1 one hundred percent under 38 U.S.C. ch. 11. 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill relates to lifetime hunting and fishing licenses 6 available to certain disabled veterans. Under current law, a 7 resident who served in the armed forces of the United States on 8 federal active duty and who was disabled during that veteran’s 9 military service shall be issued a lifetime fishing license or 10 lifetime hunting and fishing combined license after payment of 11 a fee established by rule. 12 Under the bill, a resident disabled veteran may apply for 13 and receive a lifetime fishing license or a lifetime hunting 14 and fishing combined license without fee. A person applying 15 for a license under the bill shall provide proof of service in 16 the armed forces of the United States on federal active duty, 17 proof of disability resulting from that service, a disability 18 rating of at least 0 percent determined by the department of 19 veterans affairs, and proof of Iowa residency at the time of 20 application. The bill requires the department of veterans 21 affairs to assist the department of natural resources in 22 verifying the status or claims of applicants under the bill. 23 For purposes of the bill, “disability” means entitled to a 24 service-connected rating between 0 and 100 percent under 38 25 U.S.C. ch. 11. 26 -2- LSB 1719XS (2) 89 js/rn 2/ 2
