1.
Section
279.50,
subsection
2,
Code
2021,
is

amended
to
read
as
follows:

2.
Each
school
board
shall
provide
age-appropriate
and

research-based
instruction
in
human
growth
and
development
4
including
comprehensive
instruction
regarding
human
sexuality,
5
same-sex
relationships,
gender
identity,
contraceptive
drugs
6
and
devices,
self-esteem,
stress
management,
interpersonal
7
relationships,
domestic
abuse,
HPV
and
the
availability
of
a
8
vaccine
to
prevent
HPV,
and
acquired
immune
deficiency
syndrome
9
as
required
in
section
256.11
,
in
grades
one
through
twelve.

Sec.
2.
Section
279.50,
subsection
11,
Code
2021,
is
amended
11
to
read
as
follows:

11.
Nothing
in
this
section
or
section
256.11
shall
13
be
construed
to
prohibit
a
school
or
school
district
14
from
developing
and
making
available
abstinence-based
or
15
abstinence-only
materials
pursuant
to
the
requirements
16
of
section
256.9,
subsection
46
,
and
from
offering
an
17
abstinence-based
or
abstinence-only
curriculum
in
meeting
the
18
human
sexuality
component
of
the
human
growth
and
development
19
requirements
of
this
section
and
section
256.11
.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
that
school
districts
provide
in
grades
24
1
through
12
comprehensive
instruction
regarding
human
growth
25
and
development,
including
same-sex
relationships,
gender
26
identity,
and
contraceptive
drugs
and
devices,
and
retains
the
27
requirement
that
all
such
instruction
be
age-appropriate
and
28
research-based.
29
The
bill
strikes
language
that
provides
that
schools
and
30
school
districts
shall
not
be
prohibited
from
developing
and
31
making
available
abstinence-only
materials
and
from
offering
32
abstinence-only
curricula.
