Section
1.
Section
123.41,
subsection
1,
Code
2021,
is
1
amended
to
read
as
follows:

1.
a.
Each
completed
application
to
obtain
or
renew
a
3
manufacturer’s
license
shall
be
submitted
to
the
division
4
electronically,
or
in
a
manner
prescribed
by
the
administrator,
5
and
shall
be
accompanied
by
a
fee
of
three
hundred
fifty
6
dollars
payable
to
the
division.
The
administrator
may
in
7
accordance
with
this
chapter
grant
and
issue
to
a
manufacturer
8
a
manufacturer’s
license,
valid
for
a
one-year
period
after
9
date
of
issuance,
which
shall
allow
the
manufacture,
storage,
10
and
wholesale
disposition
and
sale
of
alcoholic
liquors
to
the
11
division
and
to
customers
outside
of
the
state.

b.
If
the
facility
at
which
an
applicant
will
barrel
mature
13
alcoholic
liquors
is
a
barge
or
other
waterborne
vessel
that
is
14
moored
or
otherwise
located
in
a
lake
or
other
body
of
water
in
15
this
state,
the
division
shall
not
require
that
the
applicant’s
16
application
include
address
information
for
the
facility.

In
lieu
of
such
information,
the
division
may
require
the
18
application
to
include
the
name
of
the
lake
or
other
body
of
19
water
in
which
the
facility
is
located
or,
if
the
lake
or
body
20
of
water
is
unnamed,
unique
geographic
information
sufficient
21
to
specify
the
identity
and
location
of
the
facility.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
24
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
prohibits
the
alcoholic
beverages
division
of
the
26
department
of
commerce
from
requiring,
in
an
application
for
27
an
alcoholic
liquor
manufacturer’s
license,
that
an
applicant
28
include
address
information
for
a
manufacturing
facility
if
29
the
facility
will
be
used
to
barrel
mature
alcoholic
liquors
30
and
the
facility
is
a
barge
or
other
waterborne
vessel
that
is
31
moored
or
otherwise
located
in
a
lake
or
other
body
of
water
in
32
Iowa.
In
lieu
of
address
information,
the
division
may
include
33
identifying
information
about
the
lake
or
body
of
water
as
34
specified
in
the
bill.
