S.F. 315 Section 1. Section 7A.3, subsection 1, paragraph h, Code 1 2021, is amended by striking the paragraph. 2 Sec. 2. Section 8A.111, subsections 2 and 11, Code 2021, are 3 amended by striking the subsections. 4 Sec. 3. Section 8A.123, subsection 5, Code 2021, is amended 5 by striking the subsection. 6 Sec. 4. Section 315.7, Code 2021, is amended to read as 7 follows: 8 315.7 Monthly certification of funds Account of funds —— 9 disbursements . 10 The account of the fund shall be kept by the director of 11 the department of administrative services and the treasurer 12 of state and shall show the amount of the fund including all 13 credits to the fund and disbursements. The director of the 14 department of administrative services shall report monthly to 15 the department an account of the fund including all credits 16 and disbursements. Upon certification by the department in 17 accordance with rules adopted by the director of the department 18 of administrative services, the director of the department of 19 administrative services shall issue warrants for disbursements 20 from the fund. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill concerns various reporting requirements applicable 25 to the department of administrative services (DAS). 26 Current law requires reports of select state officials and 27 departments, including but not limited to DAS, to cover the 28 biennial period ending June 30 in each even-numbered year, to 29 be filed as soon as practicable after the end of the reporting 30 period, and to be filed on standardized forms furnished by the 31 department of management. The bill strikes DAS from the list 32 of officials and departments to which these requirements apply. 33 Current law requires DAS to submit an annual report to 34 the general assembly and the legislative services agency on 35 -1- LSB 1414SV (1) 89 th/ns 1/ 2
S.F. 315 the activities funded by and the expenditures made from an 1 internal service fund. The bill strikes this annual reporting 2 requirement. 3 Current law requires DAS and the treasurer of state to keep 4 account of the revitalize Iowa’s sound economy (RISE) fund, 5 requires DAS to issue warrants for disbursements from the RISE 6 fund upon certification by the department of transportation 7 (DOT), and requires DAS to report an account of the RISE fund, 8 including all credits and disbursements, monthly to the DOT. 9 The bill strikes this monthly reporting requirement. 10 -2- LSB 1414SV (1) 89 th/ns 2/ 2
