S.F. 279 Section 1. Section 514E.1, Code 2020, is amended by adding 1 the following new subsections: 2 NEW SUBSECTION . 5A. “Cost sharing” means any coverage 3 limit, copayment, coinsurance, deductible, or other 4 out-of-pocket expense obligation. 5 Sec. 2. NEW SECTION . 514E.12 Health care services —— 6 payments. 7 A provider of dialysis services shall accept as payment in 8 full from the association, for the provision of health care 9 services to an insured, an amount equal to the amount that 10 Medicare pays a provider of dialysis services for provision of 11 the same health care services. An insured shall be responsible 12 only for any cost sharing imposed on the insured by the 13 insured’s association policy for the health care services. 14 Sec. 3. APPLICABILITY. This Act applies to health care 15 services provided by a provider of dialysis services to an 16 insured on or after January 1, 2022. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill relates to health insurance provided under an Iowa 21 comprehensive health insurance association policy. The bill 22 requires a provider of dialysis services to accept as payment 23 in full from the association, for the provision of health care 24 services to an insured, an amount equal to the amount that 25 Medicare pays a provider of dialysis services for provision of 26 the same health care services. An insured is only responsible 27 for any cost sharing imposed on the insured by the insured’s 28 association policy.
