S.F. 265 Section 1. STUDENT GRADE LEVEL PROMOTION DURING THE 1 2021-2022 SCHOOL YEAR. 2 1. For the school year beginning July 1, 2021, and ending 3 June 30, 2022, due to the disruptions experienced by school 4 districts, accredited nonpublic schools, parents, and students 5 during the 2020-2021 school year, if a parent submits to the 6 administrator of the school, prior to August 15, 2021, a 7 written request that the parent’s child be retained at the 8 grade level in which the child was enrolled during the school 9 year beginning July 1, 2020, because the child did not make 10 adequate progress for promotion to the next grade level, the 11 board of directors of a school district or the authorities 12 in charge of an accredited nonpublic school, as appropriate, 13 shall not promote the student to the next grade level but shall 14 retain the student at the 2020-2021 grade level for the school 15 year beginning July 1, 2021. 16 2. For purposes of this section, “parent” means a parent, 17 guardian, or legal custodian of a child of compulsory 18 attendance age. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill allows a parent, due to the disruptions 23 experienced by school districts, accredited nonpublic schools, 24 parents, and students during the 2020-2021 school year, 25 to submit to the administrator of the public or accredited 26 nonpublic school of enrollment, prior to August 15, 2021, a 27 written request that the parent’s child be retained at the 28 grade level in which the child was enrolled during the school 29 year beginning July 1, 2020, if the child did not make adequate 30 progress for promotion to the next grade level, and the school 31 shall not promote the student to the next grade level for the 32 school year beginning July 1, 2021. 33 The bill defines “parent” to include a parent, guardian, or 34 legal custodian of a child of compulsory attendance age. 35 -1- LSB 1686SV (2) 89 kh/jh 1/ 1
