Section
1.
NEW
SECTION
.
279.1A
Voting
during
meetings
of
1
the
board
of
directors
of
a
school
district.

On
all
matters
before
the
board
of
directors
of
the
school
3
district,
a
member
of
the
board
of
directors
of
a
school
4
district
shall
vote
either
yea
or
nay,
or
shall
abstain
from
5
voting.
However,
if
the
member
has
a
real
or
perceived
6
conflict
of
interest,
the
member
may
abstain
from
voting.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
8
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
11
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
voting
during
meetings
of
the
boards
of

directors
of
school
districts.

The
bill
requires
a
member
of
the
board
of
directors
to
vote
15
yea
or
nay,
or
abstain
from
voting,
on
all
matters
before
the
16
board
of
directors.
The
bill
provides
that
if
the
member
has
a
17
real
or
perceived
conflict
of
interest,
the
member
may
abstain
18
from
voting.
19
The
bill
takes
effect
upon
enactment.
