NEW

School
mental
health
staff

supplement

appropriation.

1.
A
school
mental
health
staff
supplement
fund
is
created
3
as
a
separate
and
distinct
fund
in
the
state
treasury
under
the
4
control
of
the
department
of
management.
Moneys
in
the
fund
5
include
revenues
credited
to
the
fund,
appropriations
made
to
6
the
fund,
and
other
moneys
deposited
into
the
fund.

2.
For
each
fiscal
year
beginning
on
or
after
July
1,
2022,
8
there
is
appropriated
from
the
general
fund
of
the
state
to
the
9
school
mental
health
staff
supplement
fund
an
amount
equal
to
10
the
product
of
the
statewide
weighted
enrollment
for
the
budget
11
year
as
determined
under
section
257.6
that
corresponds
to
the
12
fiscal
year
of
the
appropriation
multiplied
by
one
percent
of
13
the
regular
program
state
cost
per
pupil
for
the
base
year.

3.
The
moneys
available
in
a
fiscal
year
in
the
school
15
mental
health
staff
supplement
fund
shall
be
distributed
by
16
the
department
of
management
to
each
school
district
on
a
per
17
pupil
basis
calculated
using
each
school
district’s
weighted
18
enrollment,
as
defined
in
section
257.6,
for
that
fiscal
year.

4.
The
school
mental
health
staff
supplement
shall
be
20
miscellaneous
income,
shall
be
deposited
in
the
general
fund
21
of
the
school
district,
and
shall
not
be
included
in
district
22
cost.

5.
Amounts
received
under
this
section
shall
be
used
only
24
for
costs
to
employ
student
mental
health
and
behavioral
staff
25
and
professionals
including
school
counselors,
school
nurses,
26
and
school
social
workers.
Funding
provided
under
this
section
27
is
intended
to
supplement,
not
supplant,
existing
school
28
district
funding
for
student
mental
health
and
behavioral
29
professionals
and
services.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
31
importance,
takes
effect
upon
enactment.

bill
establishes

health
staff
funding

and

a
school
mental
health
staff
supplement

fund
under
the
control
of
the
department
of
management.
For

each
fiscal
year
beginning
on
or
after
July
1,
2022,
there
is

appropriated
from
the
general
fund
of
the
state
to
the
school

mental
health
staff
supplement
fund
an
amount
equal
to
the

of
the
