1.
Section
321.194,

2,
paragraph
a,

is
amended
by
adding
the
following
new
subparagraph:

.
(03)
If
the
licensee
resides
on
a
farm
3
or
is
employed
for
compensation
on
a
farm
in
this
state,
4
the
licensee
may
operate
a
motor
vehicle
during
the
hours
5
of
5:00
a.m.
to
10:00
p.m.
for
the
purpose
of
assisting
the
6
person’s
parents,
guardians,
or
employers
with
farm
work
or
in
7
connection
with
any
farm
job,
employment,
or
other
farm-related
8
work,
including
traveling
to
or
from
the
location
of
the
farm
9
work,
provided
the
licensee
operates
the
vehicle
over
the
most
10
direct
and
accessible
route
between
the
point
of
origin
and
11
the
destination
and
the
driving
distance
between
the
point
of
12
origin
and
the
destination
is
no
more
than
fifty
miles.

amended
to
read
as
follows:

a
service
station
for
the
purpose
of
refueling,
so

as
the
service
station
is
the
station
closest
to
the
route

on
which
the
licensee
is
traveling
under
subparagraph
(1)

or

amended
to
read
as
follows:

b.
Upon
receipt
of
a
statement
of
necessity,
the
department
22
shall
issue
the
driver’s
license
provided
the
applicant
is
23
otherwise
eligible
for
issuance
of
the
license.
The
fact
that
24
the
applicant
resides
at
a
distance
less
than
one
mile
from
the
25
applicant’s
school
of
enrollment
is
prima
facie
evidence
of
26
the
nonexistence
of
necessity
for
the
issuance
of
a
license.
27
However,
the
distance
between
the
applicant’s
residence
and
28
school
of
enrollment
shall
not
be
considered
if
the
applicant
29
resides
on
a
farm
or
is
employed
for
compensation
on
a
farm.

constitute
agreement

members

general

Under
current
law,
a
person
holding
a
special
minor’s

driver’s
license
is
allowed
to
operate
a

vehicle

hours
of
5:00
a.m.
to
10:00
p.m.
between
the
licensee’s
1
residence,
schools
of
enrollment,
bus
stops,
and
sites,
2
facilities,
or
schools
designated
by
the
licensee’s
district
3
or
school
of
enrollment
for
the
accommodation
of
the
school’s
4
extracurricular
activities,
with
certain
limitations.
This
5
bill
allows
a
person
holding
a
special
minor’s
driver’s
license
6
who
resides
on
a
farm
or
is
employed
for
compensation
on
a
7
farm
in
this
state
to
operate
a
motor
vehicle
during
the
hours
8
of
5:00
a.m.
to
10:00
p.m.
for
the
purpose
of
assisting
the
9
person’s
parents,
guardians,
or
employers
with
farm
work
or
in
10
connection
with
any
farm
job,
employment,
or
other
farm-related
11
work,
including
traveling
to
or
from
the
location
of
the
farm
12
work,
provided
the
person
operates
the
vehicle
over
the
most
13
direct
and
accessible
route
between
the
point
of
origin
and
14
the
destination
and
the
driving
distance
between
the
point
of
15
origin
and
the
destination
is
no
more
than
50
miles.
The
bill
16
also
allows
a
licensee
to
operate
a
motor
vehicle
to
a
service
17
station
along
the
associated
routes.

Under
current
law,
an
application
for
a
special
minor’s
19
driver’s
license
must
be
accompanied
by
a
statement
from
20
the
applicant’s
school
of
enrollment
certifying
that
a
need
21
exists
for
the
license.
The
fact
that
an
applicant
resides
22
at
a
distance
less
than
one
mile
from
the
applicant’s
school
23
of
enrollment
is
prima
facie
evidence
of
the
nonexistence
of
24
necessity
for
the
issuance
of
the
license.
However,
the
bill
25
provides
that
the
distance
between
the
applicant’s
residence
26
and
school
of
enrollment
shall
not
be
considered
regarding
the
27
existence
of
a
necessity
if
the
applicant
resides
on
a
farm
or
28
is
employed
for
compensation
on
a
farm.
29
A
violation
of
Code
section
321.194
is
punishable
by
a
30
scheduled
fine
of
$70.
