1.
NEW
SECTION
.
272C.3A
Copies
of
diplomas
and

transcripts.

1.
A
licensing
board,
other
than
the
board
of
medicine
and
3
board
of
nursing,
shall
not
require
an
applicant
to
submit
an
4
official
transcript
or
an
official
diploma
in
connection
with
5
an
application
for
a
license,
registration,
or
certificate.
A

licensing
board,
other
than
the
board
of
medicine
and
board
7
of
nursing,
shall
accept
copies
of
an
applicant’s
transcript
8
or
diploma
in
connection
with
an
application
for
a
license,
9
registration,
or
certificate.

A
licensing
board
shall
not
require
an
applicant
11
to
submit
a
transcript
or
a
diploma
in
connection
with
an
12
application
for
a
license,
registration,
or
certificate,
or
13
the
renewal
of
a
license,
registration,
or
certificate,
if
14
the
transcript
or
diploma
is
no
longer
available
because
the
15
institution
that
granted
the
transcript
or
diploma
is
no
longer
16
in
operation.

Sec.
2.
IMPLEMENTATION.
Each
licensing
board,
as
defined
in
18
section
272C.1,
shall
adopt
rules
pursuant
to
chapter
17A
as
19
necessary
to
implement
this
section
by
December
2,
2022.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
certain
specified
licensing
boards,
24
including
requirements
related
to
the
submission
of
official
25
transcripts
or
diplomas.

The
bill
prohibits
a
licensing
board
governed
by
the
27
provisions
of
Code
chapter
272C
(regulation
of
licensed
28
professions
and
occupations),
other
than
the
board
of
medicine
29
and
board
of
nursing,
from
requiring
an
applicant
to
submit
an
30
official
transcript
or
an
official
diploma
in
connection
with
31
an
application
for
a
license,
registration,
or
certificate,
and
32
requires
a
licensing
board,
other
than
the
board
of
medicine
33
and
board
of
nursing,
to
accept
a
copy
of
an
applicant’s

transcript
or
diploma.
