Section
321.34,
subsection
27,
Code
2022,
is

amended
by
adding
the
following
new
paragraph:

.
c.
For
purposes
of
this
subsection,

“satisfactory
proof
of
military
service
and
discharge
4
under
honorable
conditions”
includes
but
is
not
limited
to
5
presentation
of
any
of
the
following:

(1)
The
owner’s
veteran
identification
card
issued
by
the
7
United
States
department
of
veterans
affairs
along
with
another
8
form
of
government-issued
identification.

(2)
The
owner’s
driver’s
license
or
nonoperator’s
10
identification
card
that
displays
the
word
“VETERAN”
pursuant
11
to
section
321.189,
subsection
8,
or
section
321.190,
12
subsection
1,
paragraph
“b”
,
subparagraph
(4).

(3)
The
owner’s
certificate
of
release
or
discharge
from
14
active
duty,
DD
form
214,
if
the
form
indicates
the
owner
was
15
discharged
under
honorable
conditions.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
a
person
who
served
in
the
armed
forces
20
of
the
United
States
and
was
discharged
under
honorable
21
conditions
may,
upon
written
application
and
presentation
of
22
satisfactory
proof
of
military
service
and
discharge
under
23
honorable
conditions,
order
special
registration
plates
bearing
24
a
distinguishing
processed
emblem
depicting
the
word
“veteran”
25
below
an
image
of
the
American
flag.
26
Current
law
also
provides
that
a
driver’s
license
or
27
nonoperator’s
identification
card
applicant
who
is
an
honorably
28
discharged
veteran
of
the
armed
forces
of
the
United
States
29
may
request
that
the
license
or
card
be
marked
to
reflect
the
30
applicant’s
veteran
status.
The
word
“VETERAN”
is
marked
31
prominently
on
the
face
of
the
license
or
card
if
the
applicant
32
provides
satisfactory
proof
of
veteran
status
pursuant
to
33
procedures
established
by
the
department
of
transportation
34
(DOT)
in
consultation
with
the
department
of
veterans
affairs,

upon
presentation
of
the
applicant’s
certification
of

release
or
discharge
from
active
duty,
DD
form
214
(DD214),
if
2
the
form
indicates
the
applicant
was
honorably

This
bill
allows
an
applicant
for
veteran
special
4
registration
plates
to
submit,
as
satisfactory
proof
of
the
5
applicant’s
military
service
and
discharge
under
honorable
6
conditions,
(1)
the
applicant’s
veteran
identification
card
7
issued
by
the
United
States
department
of
veterans
affairs
8
along
with
another
form
of
government-issued
identification,
9
(2)
the
applicant’s
driver’s
license
or
nonoperator’s
10
identification
card
that
displays
the
word
“VETERAN”,
or
(3)
11
the
applicant’s
DD214,
if
the
form
indicates
the
applicant
was
12
discharged
under
honorable
conditions.
