1.
Section
261.131,
subsection
1,
paragraph
f,
Code

2022,
is
amended
to
read
as
follows:

f.
(1)
“Eligible
program”
means
a
program
of
study
or
3
an
academic
major
jointly
approved
by
the
commission
and
the
4
department
of
workforce
development,
in
consultation
with
an
5
eligible
institution,
that
leads
to
a
credential
aligned
with
a
6
high-demand
job
designated
by
the
workforce
development
board
7
or
a
community
college
pursuant
to
section
84A.1B,
subsection
8
14
.
If
the
board
or
a
community
college
removes
a
high-demand
9
job
from
a
list
created
under
section
84A.1B,
subsection
14
,
10
an
eligible
student
who
received
a
scholarship
for
a
program
11
based
on
that
high-demand
job
shall
continue
to
receive
the
12
scholarship
until
achieving
a
postsecondary
credential,
up
to
13
an
associate
degree,
as
long
as
the
student
continues
to
meet
14
all
other
eligibility
requirements.

(2)
“Eligible
program”
includes
a
program
of
study
or
an
16
academic
major
related
to
criminal
justice,
law
enforcement,
17
or
police
science.
This
subparagraph
(2)
is
repealed
July
1,

appropriated
from
the
general
fund
of
the
state
to
the

aid
commission
for
the
fiscal
year
beginning

30,
2022,
the
following
amount,

or
so
much
thereof
as
is
necessary,
to
be
used
for
the
purposes

designated:

supplement
the
appropriation
made
for
deposit
in
the

future
ready
Iowa
skilled
workforce
last-dollar
scholarship

fund
established
pursuant
to
section
261.131
in
2021

This
bill
relates
to
the
future
ready
Iowa
skilled
workforce

last-dollar
scholarship
program.

The
program
covers
the
difference
between
the
cost
to
3
students
of
tuition
and
fees
of
certain
specified
eligible
4
programs
and
the
federal
and
state
grants
and
scholarships
5
available
to
the
students.
Current
law
defines
an
“eligible
6
program”
as
a
program
of
study
or
an
academic
major
jointly
7
approved
by
the
college
student
aid
commission
and
the
8
department
of
workforce
development
that
leads
to
a
credential
9
aligned
with
a
high-demand
job.
The
bill
provides
that
10
“eligible
program”
includes
a
program
of
study
or
an
academic
11
major
related
to
criminal
justice,
law
enforcement,
or
police
12
science.
This
provision
is
repealed
July
1,
2026.

The
bill
provides
a
supplemental
appropriation
from
the
14
general
fund
of
$2
million
for
FY
2021-2022
to
the
college
15
student
aid
commission
for
deposit
in
the
future
ready
Iowa
16
skilled
workforce
last-dollar
scholarship
fund,
which
supports
17
the
program.

The
bill
takes
effect
upon
enactment.
