This Act applies 3 retroactively to July 1, 2021. 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill provides an appropriation for FY 2021-2022 from 8 the general fund of the state to the department of human 9 services (DHS) for deposit in the juvenile detention home fund. 10 The moneys deposited in the fund are appropriated from the fund 11 to DHS to comply with the required provision of financial aid 12 from the state which is at least 10 percent and not more than 50 13 percent of the total cost of the establishment, improvements, 14 operation, and maintenance of a juvenile detention home as 15 required under Code section 232.142. The bill also makes a 16 conforming change to 2021 Iowa Acts by striking language that 17 notwithstood the Code section that requires the amount of state 18 aid and instead allowed for state aid to be limited to the 19 amount appropriated. 20 The bill takes effect upon enactment and is retroactively 21 applicable to July 1, 2021. 22 -2- LSB 5873XS (4) 89 pf/rh 2/ 2
