1.
NEW
SECTION
.
70A.21
Donated
leave
for
state
1
employees.
2
1.
For
purposes
of
this
section:
3
a.
“Donated
leave”
means
vacation
and
sick
leave
hours
4
donated
to
an
eligible
recipient.
5
b.
“Eligible
recipient”
means
an
eligible
state
employee.
6
c.
“Eligible
state
employee”
means
a
full-time
or
part-time
7
state
employee
who
is
eligible
to
accrue
vacation.

2.
Eligible
state
employees
are
allowed
to
donate
leave
9
hours
to
an
eligible
recipient.
Contributions
shall
be
10
designated
as
donated
leave
and
shall
be
subject
to
the
11
requirements
of
this
section.

3.
An
eligible
state
employee
shall
be
allowed
to
donate
13
leave
to
an
eligible
recipient
subject
to
the
following
14
requirements:
15
a.
Vacation
and
sick
leave
hours
shall
be
donated
in
16
whole-hour
increments;
however,
vacation
and
sick
leave
17
hours
may
be
credited
to
the
eligible
recipient
in
other
than
18
whole-hour
increments.
Donated
vacation
hours
shall
not
19
exceed
the
maximum
allowable
vacation
hours
for
the
eligible
20
recipient.

b.
Donated
leave
hours
will
be
credited
in
increments
not
to
22
exceed
the
eligible
employee’s
regularly
scheduled
work
hours
23
on
a
pay-period-by-pay-period
basis.

c.
Approval
of
use
of
donated
leave
shall
be
for
a
period
25
not
to
exceed
one
year
either
on
an
intermittent
or
continuous
26
basis
for
each
occurrence.

d.
Donated
leave
shall
be
irrevocable
after
it
is
credited
28
to
the
eligible
recipient.
Donated
leave
hours
not
credited
to
29
the
eligible
recipient
will
not
be
deducted
from
the
donor’s
30
vacation
or
sick
leave
balance.

this

does

constitute

bill
allows
a
full-time
or
part-time
state

bill
allows
vacation
and
sick
leave
hours
to
be
donated

an
eligible
recipient.
The
bill
provides
that
donated

vacation
hours
shall
not
exceed
the
maximum
allowable
vacation

hours
for
the
eligible
recipient.
The
bill
provides
that

leave

be

a
