S.F. 2243 Section 1. NEW SECTION . 258.7 Experiential learning 1 competitive grant program. 2 1. The department, in collaboration with the department of 3 workforce development, shall establish an experiential learning 4 competitive grant program for approved school districts to 5 fund a multi-year proposal to hire a school-based experiential 6 learning program coordinator to establish and support new 7 and existing business and community work-based partners to 8 expand in-depth sustainable, student-focused, and professional 9 work-based learning opportunities. 10 2. The state board shall adopt rules pursuant to chapter 17A 11 for administration of the program, including but not limited 12 to rules relating to grant application materials, eligibility 13 requirements, and award criteria. The award criteria shall 14 include but not be limited to all of the following: 15 a. The school-based experiential learning program 16 coordinator must work with the regional intermediary 17 coordinator. 18 b. A plan focused on relationship building, student support, 19 and involvement of the local community, including at least five 20 committed business partners, and the local community college. 21 c. Establishment of core values, host sites off school 22 grounds in a professional environment, summer programming, 23 appointment of an advisory board, and instructor training on 24 profession-based learning. 25 3. Priority in the initial year of the program shall be 26 to grant applications submitted by established experiential 27 learning programs and to school districts newly establishing 28 an experiential learning program. An established program 29 must have a proven record of continued business partnership, 30 continued new opportunities, and positive student outcomes. 31 Next priority shall be given to grant applications that 32 propose multi-year development and sustainability plans for an 33 experiential learning program. 34 4. A grant awarded under the program may provide funding for 35 -1- LSB 5869XS (3) 89 jda/jh 1/ 4

Up to two percent of the moneys appropriated to the 2 department by the general assembly for purposes of the program 3 may be used by the department to administer, in collaboration 4 with the department of workforce development, the program. The 5 department and the department of workforce development shall 6 encourage regional collaborations and coordination between 7 experiential learning program coordinators and the statewide 8 work-based learning intermediary network established under 9 section 256.40. 10 Sec. 2. DEPARTMENT OF EDUCATION —— EXPERIENTIAL LEARNING 11 COMPETITIVE GRANT PROGRAM. There is appropriated from the 12 general fund of the state to the department of education for 13 the fiscal year beginning July 1, 2021, and ending June 30, 14 2022, the following amount, or so much thereof as is necessary, 15 to be used for the purposes designated: 16 For purposes of the experiential learning competitive grant 17 program pursuant to section 258.7, if enacted, including the 18 establishment, start-up, programming, and costs of implementing 19 and maintaining the program for multiple years: 20 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 21 Notwithstanding section 8.33, moneys received by the 22 department pursuant to this section that remain unencumbered or 23 unobligated at the close of the fiscal year shall not revert 24 but shall remain available for expenditure for the purposes 25 specified in this section for the following fiscal year. 26 Sec. 3. EMERGENCY RULES. The state board of education 27 may adopt emergency rules under section 17A.4, subsection 3, 28 and section 17A.5, subsection 2, paragraph “b”, to implement 29 the provisions of this Act and the rules shall be effective 30 immediately upon filing unless a later date is specified in the 31 rules. Any rules adopted in accordance with this section shall 32 also be published as a notice of intended action as provided 33 in section 17A.4. 34 Sec. 4. EFFECTIVE DATE. S.F. 2243 importance, takes effect upon enactment. 1 EXPLANATION 2 The inclusion of this explanation does not constitute agreement with 3 the explanation’s substance by the members of the general assembly. 4 This bill provides for the establishment by the department 5 of education of an experiential learning competitive grant 6 program for approved school districts to fund a multi-year 7 proposal to hire a school-based experiential learning 8 program coordinator to establish and support new and existing 9 business and community work-based partners to expand in-depth 10 sustainable, student-focused, and professional work-based 11 learning opportunities; and appropriates $1 million from the 12 general fund of the state to the department for FY 2021-2022 13 for purposes of the program. 14 The state board shall adopt rules for administration of the 15 program, and may do so by using emergency rulemaking, including 16 but not limited to rules relating to grant application 17 materials, eligibility requirements, and award criteria. The 18 award criteria shall include that the coordinator must work 19 with the regional intermediary coordinator; a plan to focus on 20 relationship building, student support, and involvement of the 21 local community, including at least five committed business 22 partners, and the local community college; and establishment of 23 core values, host sites off school grounds in a professional 24 environment, summer programming, appointment of an advisory 25 board, and instructor training on profession-based learning. 26 Priority in the initial year of the program shall be given 27 to applications submitted by established experiential learning 28 programs with proven records of continued business partnership 29 and to school districts newly establishing a program. S.F. 2243 Up to 2 percent of the moneys appropriated to the department 1 of education by the general assembly for purposes of the 2 program may be used by the department to administer the 3 program. The department of education and the department of 4 workforce development shall encourage regional collaborations 5 and coordination between experiential learning program 6 coordinators and the statewide work-based learning intermediary 7 network. 8 Moneys remaining unencumbered or unobligated at the close 9 of the fiscal year do not revert but remain available for the 10 following year for expenditure for the specified purposes. 11 The bill takes effect upon enactment. 12 -4- LSB 5869XS (3) 89 jda/jh 4/ 4
