S.F. 2229 Section 1. Section 321.166, subsection 2, Code 2022, is 1 amended to read as follows: 2 2. Every registration plate or pair of plates shall display 3 a registration plate number which shall consist of alphabetical 4 or numerical characters or a combination thereof and the name 5 of this state, which may be abbreviated. Every A registration 6 plate issued by the county treasurer shall may display the name 7 of the county, including any plate issued pursuant to section 8 321.34 , except Pearl Harbor and purple heart registration 9 plates issued prior to January 1, 1997 , ; registration plates 10 issued pursuant to section 321.34, subsection 13 , paragraph 11 “d” ; and collegiate, fire fighter, and medal of honor 12 registration plates. Special truck registration plates shall 13 display the word “special”. The department may adopt rules to 14 implement this subsection . 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 Under current law, every vehicle registration plate issued 19 by a county treasurer must display the name of the county, 20 including any special registration plates issued pursuant to 21 Code section 321.34, with limited exceptions. 22 This bill makes displaying the name of the county on such 23 plates optional and strikes an outdated reference in Code 24 section 321.166. 25 Under current law, it is unlawful for the owner of a vehicle 26 to place any frame around or over the registration plate which 27 does not permit full view of all numerals and letters printed 28 on the registration plate, including the county name.
