S.F. 2214 Section 1. DEPARTMENT OF HUMAN SERVICES —— THERAPEUTIC 1 FOSTER CARE SERVICES STUDY COMMITTEE. 2 1. The department of human services shall convene a study 3 committee to meet during the 2022 legislative interim to 4 examine issues relating to the establishment of therapeutic 5 foster care services to provide eligible children therapeutic 6 foster care services in a family-like setting. For the 7 purposes of this section, “therapeutic foster care” means 8 out-of-home care provided by a foster parent with specialized 9 training and support to care for a wide variety of children 10 with significant emotional, behavioral, social, or medical 11 needs. 12 2. The study committee shall consider but not be limited to 13 all of the following: 14 a. The appropriate population eligible for therapeutic 15 foster care services. 16 b. Licensing requirements. 17 c. Training requirements. 18 d. The number of children estimated to be in need of 19 therapeutic foster care services. 20 e. Costs to initiate and maintain therapeutic foster care 21 services. 22 f. Potential funding sources. 23 g. The operation of similar therapeutic foster care 24 services in other states. 25 3. The department shall submit a report detailing the study 26 committee’s findings and making recommendations to the governor 27 and the general assembly no later than December 15, 2022. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 This bill establishes a therapeutic foster care services 32 study committee. 33 The bill directs the department of human services (DHS) to 34 convene a study committee to meet during the 2022 legislative 35 -1- LSB 5868XS (3) 89 dg/rh 1/ 2
