S.F. 2200 Section 1. Section 274.7, Code 2022, is amended to read as 1 follows: 2 274.7 Directors. 3 The affairs of each school corporation shall be conducted 4 by a board of directors, the members of which in all community 5 or independent school districts shall be chosen for a term of 6 four years , except for the nonvoting student member appointed 7 pursuant to section 279.4A, subsection 1, who shall serve for a 8 term of either one or two years . 9 Sec. 2. NEW SECTION . 279.4A Nonvoting student member. 10 1. The board of directors of a school district shall appoint 11 one nonvoting student member to serve on the board of directors 12 for a term of one year if the student is enrolled in grade 13 eleven or for a term of two years if the student is enrolled in 14 grade ten. The board of directors of a school district shall 15 develop an application process for the nonvoting student member 16 appointment that requires the consent of the student’s parent 17 or guardian if the student is a minor. The application process 18 shall require that the applicant for the nonvoting student 19 member appointment demonstrate all of the following: 20 a. Academic excellence. 21 b. Participation in extracurricular and community 22 activities. 23 c. An interest in serving on the board of directors of the 24 school district. 25 d. If the student is a minor, that the student’s parent 26 or guardian will supervise the student while the student is 27 engaged in authorized board of directors business, unless the 28 student’s parent or guardian submits to the board of directors 29 of the school district a signed release indicating the parent 30 or guardian has determined that supervision of the student by 31 the parent or guardian is unnecessary. 32 2. Students enrolled in a school district in either grade 33 ten or eleven may apply to the board of directors of the school 34 district to serve as the nonvoting student member. 35 -1- LSB 6014XS (2) 89 jda/jh 1/ 3

S.F. 2200 3. A vacancy in the membership of the nonvoting student 1 member shall not be filled until the expiration of the 2 nonvoting student member’s term. 3 4. The board of directors of a school district shall notify 4 the parents or guardians of the nonvoting student member if the 5 nonvoting student member’s grade point average falls during the 6 period in which the nonvoting student member is a member of 7 board of directors of the school district. 8 5. The nonvoting student member shall have been enrolled in 9 the school district for at least one year prior to the student 10 member’s appointment. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 This bill relates to the composition of the boards of 15 directors of school districts by including nonvoting student 16 members. 17 The bill requires the board of directors of a school district 18 to appoint one nonvoting student member to serve on the board 19 of directors for a term of one year if the student is enrolled 20 in grade 11 or for a term of two years if the student is 21 enrolled in grade 10. The bill also requires the board of 22 directors to develop an application process for the nonvoting 23 student member appointment. 24 The bill describes what the applicant for the nonvoting 25 student member appointment must demonstrate. 26 The bill authorizes students enrolled in a school district 27 in grade 10 or 11 to apply to the board of directors of the 28 school district to serve as the nonvoting student member. 29 The bill provides that a vacancy in the membership of 30 the nonvoting student member shall not be filled until the 31 expiration of the nonvoting student member’s term. 32 The bill requires the board of directors of a school district 33 to notify the parents or guardians of the nonvoting student 34 member if the nonvoting student member’s grade point average 35 -2- LSB 6014XS (2) 89 jda/jh 2/ 3
