who

a

subsection

Code
2022,

amended

only
conduct
an
election

pursuant
to
this
subsection
if
the
board
has
not
previously

conducted
such
an
election
for
the
bargaining
unit
since
the

last
certification
election
pursuant
to
subsection

conducted

by
the
board
for
that
bargaining
unit.

with

the

This
bill
concerns
public
employee
bargaining.

Code
section
20.3
is
amended
to
designate
correctional

officers
employed
by
the
Iowa
department
of
corrections,
23
jailers
employed
by
a
county,
and
employees
of
a
judicial
24
district
department
of
correctional
services
at
a
residential
25
facility
operated
by
the
district
department
as
public
safety
26
employees
for
the
purposes
of
collective
bargaining
pursuant
27
to
Code
chapter
20,
the
public
employment
relations
Act.
Code
28
chapter
20
and
Code
chapter
400
include
collective
bargaining
29
procedures
specifically
applicable
to
public
safety
employees
30
that
are
not
applicable
to
other
public
employees,
including
31
procedures
relating
to
the
scope
of
collective
bargaining
32
negotiations,
arbitration
procedures,
and
certain
matters
33
relating
to
city
civil
service
employment.

Code
section
20.15
is
amended
to
provide
that
the
board
