S.F. 2181 Section 1. Section 455A.14A, subsection 1, paragraph b, 1 Code 2022, is amended to read as follows: 2 b. A nonresident may pay a fee of forty dollars for an 3 annual a pass that grants daily entrance into the state park 4 through one year after the date of purchase for the entire 5 calendar year during which the pass was purchased . The 6 nonresident may purchase a second annual pass for use for a 7 different vehicle for the calendar year for fifteen dollars. 8 Sec. 2. Section 455A.14A, subsection 1, Code 2022, is 9 amended by adding the following new paragraph: 10 NEW PARAGRAPH . e. An officer of the department employed at 11 the state park may issue a citation to a person who violates a 12 provision of this subsection. 13 Sec. 3. Section 455A.14A, subsection 2, Code 2022, is 14 amended to read as follows: 15 2. This section is repealed July 1, 2022 December 31, 2025 . 16 Sec. 4. Section 455A.14B, subsection 1, paragraph b, Code 17 2022, is amended to read as follows: 18 b. S.F. 2181 The director may appoint temporary officers for a period 1 not to exceed six months and may adopt minimum physical, 2 educational, mental, and moral requirements for the temporary 3 officers. Chapter 80B does not apply to the temporary 4 officers. Temporary officers have all the powers of peace 5 officers in the enforcement of this chapter and chapters 321G , 6 321I , 456B , 461A , 461B , 462A , 462B , 465C , 481A , 481B , 482 , 7 483A , 484A , and 484B , sections 455A.14A and 455A.14B, and the 8 trespass laws. 9 Sec. 8. EFFECTIVE DATE. This Act, being deemed of immediate 10 importance, takes effect upon enactment. 11 Sec. 9. APPLICABILITY. This Act applies to passes purchased 12 on and after the effective date of this Act. An annual pass 13 purchased before the effective date of this Act shall remain 14 valid through one year after the date of purchase. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill relates to the lake Manawa and Waubonsie state park 19 user fee pilot programs. The pilot programs currently require 20 the department of natural resources (DNR) to charge entrance 21 fees for each vehicle operated by a nonresident at lake Manawa 22 and Waubonsie state parks. A nonresident may pay a fee for 23 up to two annual passes, one per vehicle, which grant daily 24 entrance into the state park through one year after the date of 25 purchase. The pilot programs authorize DNR to charge separate 26 fees to a resident and nonresident for campsite and shelter 27 reservations and for beach access. Under current law, the 28 pilot programs are repealed July 1, 2022. 29 The bill replaces the annual pass option with a pass that 30 grants daily entrance into the state park for the entire 31 calendar year during which the pass was purchased. However, 32 an annual pass purchased before the effective date of the bill 33 pursuant to current law shall remain valid through one year 34 after the date of purchase.
