1.
The
department
shall
create
and
issue
domestic
abuse

relief
inquiry
documents
to
allow
a
victim
of
domestic
abuse
5
to
obtain
a
driver’s
license
or
nonoperator’s
identification
6
card.
The
document
shall
contain
the
victim’s
full
legal
name
7
and
date
of
birth
and
be
notarized.

The
department
may
authorize
a
provider
of
emergency
9
shelter
services
and
support
services
to
victims
of
domestic
10
abuse
to
issue
domestic
abuse
relief
inquiry
documents
created

pursuant
to
subsection
1.

The
department
shall
adopt
rules
pursuant
to
chapter
17A
13
to
implement
this
section.

Sec.
2.
Section
321.182,
subsections
2
and
3,
Code
2022,
are
15
amended
to
read
as
follows:

Surrender
all
other
driver’s
licenses
and
nonoperator’s
17
identification
cards.
This
subsection
shall
not
apply
to
a
18
person
who
is
applying
for
a
license
using
a
properly
completed
19
document
created
pursuant
to
section
236.21.

a.
Certify
that
the
applicant
has
no
other
driver’s
21
license
and
certify
that
the
applicant
is
a
resident
of
this
22
state
as
provided
in
section
321.1A
.
However,
certification
23
b.
Certification
of
residency
is
not
required
for
an

applicant
for
a
nonresident
commercial
driver’s
license
or
25
nonresident
commercial
learner’s
permit.
Certification
that
26
the
applicant
has
no
other
driver’s
license
is
not
required
27
for
a
person
who
is
applying
for
a
license
using
a
properly
28
completed
document
created
pursuant
to
section
236.21.

3.
Section
321.190,
subsection
1,
paragraph
b,
30
subparagraph
(1),
Code
2022,
is
amended
to
read
as
follows:

(1)
The
department
shall
not
issue
a
card
to
a
person

holding
a
driver’s
license
unless
the
person
is
applying
for
33
a
card
using
a
properly
completed
document
created
pursuant
34
to
section
236.21
.
However,
a
card
may
be
issued
to
a
person

holding
a
temporary
permit
under
section
321.181
.
The
card
1
shall
be
identical
in
form
to
a
driver’s
license
issued
under

section
321.189
except
the
word
“nonoperator”
shall
appear

prominently
on
the
face
of
the
card.

4.
DEPARTMENT
OF
TRANSPORTATION
——
DOMESTIC
ABUSE

VICTIM
IDENTIFICATION
CARDS.
The
department
of
transportation
6
shall,
in
collaboration
with
the
department
of
justice,
amend
7
its
administrative
rules
pursuant
to
chapter
17A
to
provide
8
that
a
victim
of
domestic
abuse
who
submits
a
notarized
9
domestic
abuse
relief
inquiry
document
to
the
department
10
of
transportation
shall
satisfy
the
requirements
to
obtain
11
a
nonoperator’s
identification
card
and
identification
12
requirements
to
obtain
a
driver’s
license.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
15
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
driver’s
licenses
and
nonoperator
17
identification
cards
for
victims
of
domestic
abuse.

The
bill
requires
the
department
of
justice
to
adopt
rules
19
to
create
and
issue
a
domestic
abuse
relief
inquiry
document
20
to
allow
a
victim
of
domestic
abuse
to
obtain
a
nonoperator’s
21
identification
card.
The
document
shall
contain
the
victim’s
22
full
legal
name
and
date
of
birth
and
be
notarized.

The
bill
allows
the
department
of
justice
to
