1.
Section
103A.7,
Code
2021,
is
amended
by
adding
1
the
following
new
subsection:

SUBSECTION

1A.
The
rules
shall
conform
to
the

most
recent
edition
of
the
international
code
council’s
4
international
energy
conservation
code.

Sec.
2.
Section
103A.22,
Code
2021,
is
amended
by
adding
the

following
new
subsection:

2A.
Nothing
in
this
chapter
shall
be
8
construed
as
prohibiting
any
governmental
subdivision
from
9
adopting
or
enacting
any
building
regulations
that
contain
more
10
stringent
energy
conservation
requirements
than
those
in
the
11
state
building
code.

Sec.
3.
CONTINGENT
EFFECTIVE
DATE.
This
Act
takes
effect
13
on
the
date
the
international
code
council
publishes
the
2021
14
edition
of
the
international
energy
conservation
code.

EXPLANATION
16
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
17
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
state
building
code
Act.
19
The
bill
requires
that
the
rules
adopted
by
the
state
20
building
code
commissioner,
with
the
approval
of
the
state
21
building
code
advisory
council,
conform
to
the
most
recent
22
edition
of
the
international
code
council’s
international
23
energy
conservation
code.
Additionally,
the
bill
provides
that
24
nothing
in
the
state
building
code
Act
shall
be
construed
to
25
prohibit
a
governmental
subdivision
from
adopting
building
26
regulations
that
contain
more
stringent
energy
conservation
27
requirements
than
those
in
the
state
building
code.
28
The
bill
takes
effect
on
the
date
the
international
code
29
council
publishes
the
2021
edition
of
the
international
energy

conservation
code.
