S.F. 2149 Section 1. Section 256C.5, subsection 1, paragraph c, Code 1 2022, is amended to read as follows: 2 c. “Preschool budget enrollment” means : 3 (1) For school districts providing ten or more hours, but 4 less than fourteen hours per week of instruction, the figure 5 that is equal to fifty percent of the actual enrollment of 6 eligible students in the preschool programming provided by 7 a school district approved to participate in the preschool 8 program on October 1 of the base year, or the first Monday in 9 October if October 1 falls on a Saturday or Sunday. 10 (2) For school districts providing fourteen or more hours, 11 but less than eighteen hours per week of instruction, the 12 figure that is equal to sixty percent of the actual enrollment 13 of eligible students in the preschool programming provided by 14 a school district approved to participate in the preschool 15 program on October 1 of the base year, or the first Monday in 16 October if October 1 falls on a Saturday or Sunday. 17 (3) For school districts providing eighteen or more hours 18 per week of instruction, the figure that is equal to seventy 19 percent of the actual enrollment of eligible students in the 20 preschool programming provided by a school district approved to 21 participate in the preschool program on October 1 of the base 22 year, or the first Monday in October if October 1 falls on a 23 Saturday or Sunday. 24 Sec. 2. EFFECTIVE DATE. This Act takes effect January 1, 25 2023. 26 Sec. 3. APPLICABILITY. This Act applies to school budget 27 years beginning on or after July 1, 2023. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 Under Code chapter 256C, preschool foundation aid is 32 calculated by multiplying the school district’s preschool 33 budget enrollment by the regular program state cost per 34 pupil for the budget year. “Preschool budget enrollment” is 35 -1- LSB 5586XS (1) 89 md/jh 1/ 2
S.F. 2149 defined as the figure that is equal to 50 percent of the actual 1 enrollment of eligible students in the preschool programming 2 provided by a school district approved to participate in the 3 preschool program on October 1 of the base year. 4 This bill modifies the percentage used to calculate 5 “preschool budget enrollment” based on the number of hours of 6 instruction provided. For school districts providing 10 or 7 more hours, but less than 14 hours per week of instruction, 8 the percentage remains at 50 percent. For school districts 9 providing 14 or more hours, but less than 18 hours per week 10 of instruction, the percentage is 60 percent. For school 11 districts providing 18 or more hours per week of instruction, 12 the percentage is 70 percent. 13 The bill takes effect January 1, 2023, and applies to school 14 budget years beginning on or after July 1, 2023. 15 -2- LSB 5586XS (1) 89 md/jh 2/ 2
