S.F. 2137 Section 1. Section 355.5, subsection 4, Code 2022, is 1 amended to read as follows: 2 4. Distances shall be shown in decimal feet in accordance 3 with the federal definition of the U. S. survey a foot at the 4 time the survey is performed . Distance measurements shall 5 refer to the horizontal plane. 6 Sec. 2. Section 355.16, Code 2022, is amended to read as 7 follows: 8 355.16 Iowa plane coordinate system defined. 9 The Iowa plane coordinate system shall be used for the 10 purpose of conducting official surveys. As used in this 11 subchapter, unless the context otherwise requires section , “Iowa 12 plane coordinate system” or “coordinate system” means the system 13 of plane coordinates established by the United States national 14 ocean survey, or the United States national geodetic survey, 15 or a successor agency, for defining and stating the geographic 16 positions or locations of points on the surface of the earth 17 within the state of Iowa that is in use at the time the survey 18 is performed . 19 Sec. 3. REPEAL. Sections 355.17, 355.18, and 355.19, Code 20 2022, are repealed. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill relates to terms used in the context of land 25 surveying. The bill requires distances for a survey to be 26 shown in decimal feet in accordance with the federal definition 27 of a foot at the time the survey is performed rather than the 28 definition of the U.S. survey foot. The bill strikes the 29 requirement that distance measurements refer to the horizontal 30 plane. The bill provides that the Iowa plane coordinate system 31 shall be used for the purpose of conducting official surveys. 32 The bill amends the definition of “Iowa plane coordinate 33 system” to mean the system established solely by the United 34 States geodetic survey, or a successor agency, in use at the 35 -1- LSB 5854XS (3) 89 js/ns 1/ 2
