S.F. 2022 Section 1. Section 157.13, subsection 1, Code 2022, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . 0b. A licensee may practice at a location 3 which is not a licensed salon, school of cosmetology arts and 4 sciences, or licensed barbershop if the location is the home of 5 the customer. The board shall adopt rules for the practice of 6 cosmetology at such a location. 7 Sec. 2. Section 158.13, subsection 1, Code 2022, is amended 8 to read as follows: 9 1. a. It is unlawful for a person to employ an individual 10 to practice barbering unless that individual is a licensed 11 barber or has obtained a temporary permit. It is unlawful 12 for a licensed barber to practice barbering with or without 13 compensation in any place other than a licensed barbershop or 14 barber school, or a licensed salon as defined in section 157.1 , 15 except that a as follows: 16 (1) A licensed barber may practice barbering at a location 17 which is not a licensed barbershop or barber school under 18 extenuating circumstances arising from physical or mental 19 disability or death of a customer. 20 (2) A licensed barber may practice barbering at a location 21 which is not a licensed barbershop or barber school if the 22 location is the home of the customer. The board shall adopt 23 rules for the practice of barbering at such a location. 24 b. It is unlawful for a licensed barber to claim to be a 25 licensed cosmetologist, but it is lawful for a licensed barber 26 to work in a licensed salon. 27 EXPLANATION 28 The inclusion of this explanation does not constitute agreement with 29 the explanation’s substance by the members of the general assembly. 30 This bill allows licensed cosmetologists and barbers to 31 practice cosmetology and barbering, respectively, in the homes 32 of customers.
