S.F. 2013 Section 1. MEDICAID REIMBURSEMENT FOR MATERNITY CARE 1 INCLUDING DOULA CARE. Under both fee-for-service and managed 2 care administration of Medicaid, the department of human 3 services shall adopt rules pursuant to chapter 17A, amend any 4 contract with a managed care organization, and apply for any 5 Medicaid state plan amendment or waiver as may be necessary 6 to provide for maternity care including doula care. For the 7 purposes of this section, “doula” means a trained professional 8 who provides continuous physical, emotional, and informational 9 support to a pregnant person before, during, and after 10 childbirth to improve birth outcomes, prevent stillbirths and 11 infant deaths, and reduce maternal morbidity and mortality. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill relates to maternal and child health improvements 16 under the Medicaid program by directing the department 17 of human services under both fee-for-service and managed 18 care administration of Medicaid to adopt rules pursuant to 19 Code chapter 17A, amend any contract with a managed care 20 organization, and apply for any Medicaid state plan amendment 21 or waiver as may be necessary to provide maternity care 22 including doula care as defined in the bill. 23 -1- LSB 5406XS (9) 89 pf/rh 1/ 1
