Section
1.
EVIDENCE-BASED
MATERNAL
AND
INFANT
HOME
VISITING
1
SERVICES.
The
department
of
human
services
shall
engage
in
2
a
cross-agency
collaboration
with
the
department
of
public
3
health
and
the
department
of
education
to
identify
and
leverage
4
funding
sources
and
opportunities,
including
Medicaid,
to
5
expand
evidence-based
home
visiting
services
for
women
and
6
infants
that
promote
healthy
pregnancies,
positive
birth
7
outcomes,
and
healthy
infant
growth
and
development.
The
8
departments
shall
involve
key
stakeholders
in
designing
an
9
evidence-based
home
visiting
services
approach
for
the
state
10
that
maximizes
the
coordination
and
integration
of
programs
11
and
funding
streams,
reduces
duplication
of
efforts,
and
12
ensures
that
the
services
provided
meet
federal
evidence-based
13
criteria.
The
approach
shall
ensure
that
evidence-based
home
14
visiting
services
shall
be
available
to
women
prenatally,
15
throughout
the
pregnancy,
and
postpartum,
and
shall
include
16
mental
and
physical
health,
social,
educational,
and
other
17
services
and
interventions
based
upon
the
risk
factors
and
18
needs
identified.
The
departments
may
conduct
a
feasibility
19
study
to
consider
the
various
options
available
to
increase
20
Medicaid
coverage
and
funding
of
evidence-based
home
visiting
21
services,
either
through
a
state
plan
amendment
or
waiver.
The
22
department
of
human
services
shall
seek
federal
approval
of
any
23
Medicaid
state
plan
amendment
or
waiver
necessary
to
administer
24
this
section.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance

the
members
of
the
general
assembly.

This
bill
requires
the
department
of
human
services
(DHS)
to
29
engage
in
a

the
