S.F. 18 Section 1. Section 714.27, subsection 2, Code 2021, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . c. A scrap metal dealer shall not make a 3 purchase of a catalytic converter detached from a motor vehicle 4 from a person unless the person presents a certification 5 from the automobile repair shop which removed the catalytic 6 converter. 7 EXPLANATION 8 The inclusion of this explanation does not constitute agreement with 9 the explanation’s substance by the members of the general assembly. 10 This bill relates to scrap metal transactions involving 11 catalytic converters. 12 The bill provides that a scrap metal dealer shall not make a 13 purchase of a catalytic converter detached from a motor vehicle 14 from a person unless the person presents a certification 15 from the automobile repair shop which removed the catalytic 16 converter. 17 Unless otherwise exempt pursuant to Code section 714.27(5), 18 a person who violates the bill is subject to a civil penalty in 19 the amount of $100. A second violation within two years shall 20 subject the person to a civil penalty in the amount of $500.
