S.F. 157 Section 1. DEPARTMENT OF HUMAN RIGHTS —— COMMUNITY ACTION 1 AGENCIES —— SUPPLEMENTAL APPROPRIATION. There is appropriated 2 from the general fund of the state to the division of community 3 action agencies of the department of human rights for the 4 fiscal year beginning July 1, 2020, and ending June 30, 5 2021, in addition to any other funding appropriated for such 6 purposes for the same fiscal year, the following amount, or 7 so much thereof as is necessary, to be used for the purposes 8 designated: 9 To support the duties of the community action agencies 10 pursuant to section 216A.96, including providing food 11 assistance, food distribution, and food delivery: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,000,000 13 Notwithstanding section 8.33, moneys appropriated under this 14 section shall not revert at the close of the fiscal year, but 15 shall remain available for the purposes designated. 16 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 17 importance, takes effect upon enactment. 18 Sec. 3. APPLICABILITY. This Act applies retroactively to 19 July 1, 2020. 20 EXPLANATION 21 The inclusion of this explanation does not constitute agreement with 22 the explanation’s substance by the members of the general assembly. 23 This bill makes a supplemental appropriation to the division 24 of community action agencies of the department of human rights 25 for fiscal year 2020-2021, in addition to any other funding 26 appropriated for such purposes for the same fiscal year, to 27 support the duties of the community action agencies including 28 providing food assistance, food distribution, and food 29 delivery. The moneys appropriated do no revert to the general 30 fund at the close of the fiscal year, but remain available for 31 the purposes designated.
