S.F. 132 Section 1. Section 256C.5, subsection 1, paragraph c, Code 1 2021, is amended to read as follows: 2 c. “Preschool budget enrollment” means the figure that is 3 equal to fifty percent of the actual enrollment of eligible 4 students in the preschool programming provided by a school 5 district approved to participate in the preschool program on 6 October 1 of the base year, or the first Monday in October if 7 October 1 falls on a Saturday or Sunday. However, for the 8 budget year beginning July 1, 2021, only, “preschool budget 9 enrollment” for each school district means the greater of the 10 amount equal to the preschool budget enrollment for the budget 11 year beginning July 1, 2020, or the figure that is equal to 12 fifty percent of the actual enrollment of eligible students 13 in the preschool programming provided by a school district 14 approved to participate in the preschool program on October 1 15 of the base year. 16 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 17 importance, takes effect upon enactment. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 For purposes of calculating each school district’s preschool 22 foundation aid under Code chapter 256C, “preschool budget 23 enrollment” is defined to mean the figure that is equal to 50 24 percent of the actual enrollment of eligible students in the 25 preschool programming provided by a school district approved to 26 participate in the preschool program on October 1 of the base 27 year, or the first Monday in October if October 1 falls on a 28 Saturday or Sunday. 29 This bill provides that for the budget year beginning 30 July 1, 2021, only, “preschool budget enrollment” for each 31 school district means the greater of the amount equal to the 32 preschool budget enrollment for the budget year beginning July 33 1, 2020, or the figure that is equal to 50 percent of the actual 34 enrollment of eligible students in the preschool programming 35 -1- LSB 1194XS (3) 89 md/jh 1/ 2
