S.F. 113 Section 1. Section 455E.11, subsection 2, paragraph a, 1 subparagraph (1), subparagraph division (d), Code 2021, is 2 amended to read as follows: 3 (d) Not more than four hundred thousand dollars to the 4 department for purposes of providing funding assistance 5 to eligible communities to address abandoned buildings by 6 promoting waste abatement, diversion, selective dismantlement 7 of building components, and recycling. Eligible communities 8 include a city with a population of five seven thousand five 9 hundred or fewer. Eligible costs for program assistance 10 include but are not limited to asbestos and other hazardous 11 material abatement and removal, the recovery processing 12 of recyclable or reusable material through the selective 13 dismantlement of abandoned buildings, and reimbursement for 14 purchased recycled content materials used in the renovation of 15 buildings. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill relates to the eligibility of cities to receive 20 funding assistance to address abandoned buildings. Under 21 current law, a city with a population of 5,000 or fewer is 22 eligible to receive funding assistance from the department of 23 natural resources through moneys allocated to the solid waste 24 account within the groundwater protection fund to help address 25 abandoned buildings by promoting waste abatement, diversion, 26 selective dismantlement of building components, and recycling. 27 The bill allows a city with a population of 7,500 or fewer to be 28 eligible for funding assistance. 29 -1- LSB 1898XS (1) 89 js/ns 1/ 1
