H.F. _____ Section 1. Section 321.34, subsection 27, Code 2022, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . c. For purposes of this subsection, 3 “satisfactory proof of military service and discharge under 4 honorable conditions” includes but is not limited to an 5 application on which the commission of veterans affairs created 6 in chapter 35A, or a county commission of veteran affairs 7 established under chapter 35B, has certified that the owner 8 served in the military and was discharged under honorable 9 conditions. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 Under current law, a person who served in the armed forces 14 of the United States and was discharged under honorable 15 conditions may, upon written application and presentation of 16 satisfactory proof of military service and discharge under 17 honorable conditions, order special registration plates bearing 18 a distinguishing processed emblem depicting the word “veteran” 19 below an image of the American flag. The department of 20 transportation’s administrative rules require the application 21 to be submitted to the state commission of veterans affairs. 22 The commission must determine whether the applicant is a 23 veteran and, if so, certify that fact on the application form. 24 This bill allows an applicant for veteran special 25 registration plates to submit, as satisfactory proof of the 26 applicant’s military service and discharge under honorable 27 conditions, an application on which the state commission of 28 veterans affairs or a county commission of veteran affairs 29 has certified that the owner served in the military and was 30 discharged under honorable conditions. 31 -1- LSB 6184YC (2) 89 th/ns 1/ 1
