H.F. _____ Section 1. Section 331.441, subsection 2, paragraph b, Code 1 2022, is amended by adding the following new subparagraph: 2 NEW SUBPARAGRAPH . (21) Courthouse improvements and 3 upgrades. 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill adds courthouse improvements and upgrades to the 8 definition of “essential county purpose”. 9 Under Code chapter 331, a county board of supervisors may 10 generally contract indebtedness and approve the issuance of 11 general obligation bonds to carry out an essential county 12 purpose without approval by voters at an election, while the 13 issuance of general obligation bonds to carry out a general 14 county purpose generally requires approval by voters at an 15 election. 16 -1- LSB 6192YC (2) 89 js/ns 1/ 1
