H.F. _____ Section 1. ARTISANAL BUTCHERY TASK FORCE —— IMPLEMENTATION 1 OF FINAL REPORT RECOMMENDATIONS. The artisanal butchery task 2 force, established pursuant to 2021 Iowa Acts, chapter 175, 3 section 2, issued its final report to the general assembly on 4 January 6, 2022. Adopting the recommendations of the final 5 report, all of the following shall occur: 6 1. a. No later than December 31, 2022, the department of 7 education, in collaboration with the state board of education, 8 shall establish a framework for a one-year community college 9 certificate program for artisanal butchery that is modeled off 10 a program offered at Miles community college in Montana, and 11 the department shall provide the framework to all community 12 colleges established under chapter 260C. 13 b. A community college established under chapter 260C 14 that elects to establish a one-year certificate program for 15 artisanal butchery shall use the framework provided by the 16 department of education under paragraph “a” as the minimum 17 requirements, and may modify the curriculum based on the unique 18 circumstances of the specific community college. Pursuant 19 to sections 258.3A, 258.4, and 260C.14, and applicable Iowa 20 administrative rules, the community college shall obtain 21 approval of the community college’s certificate program prior 22 to implementation of the program. 23 2. a. The economic development authority, in collaboration 24 with the department of workforce development, shall develop 25 and maintain a library of resources that serves as a single 26 resource point at which any Iowa-based business involved in 27 meat processing may obtain education and financial assistance 28 information. The library shall include, at a minimum, 29 information on all of the following: 30 (1) Short courses offered at the meats laboratory at Iowa 31 state university of science and technology. 32 (2) Registered apprenticeships. 33 (3) Summer youth internships. 34 (4) Jobs training under chapter 260F. 35 -1- LSB 5778YC (4) 89 ko/jh 1/ 4
H.F. _____ (5) Establishing an in-house apprenticeship program. 1 (6) How to access training programs. 2 (7) Employee development opportunities. 3 (8) Future ready Iowa programs. 4 (9) The butchery innovation and revitalization grant 5 program. 6 (10) The choose Iowa marketing and promotion grant program. 7 b. The library of resources shall be posted on the 8 authority’s internet site, in a manner that is easily 9 accessible to the public, no later than December 31, 2022. 10 3. No later than July 31, 2022, and notwithstanding the 11 minimum criteria listed in section 84A.1B, subsection 14, 12 paragraphs “a” through “c”, the workforce development board 13 shall add butchery, artisanal butchery, and meat processing to 14 the list of high-demand jobs for the purposes listed in section 15 84A.1B, subsection 14. 16 4. a. The department of agriculture and land stewardship 17 shall review all Iowa administrative rules related to labeling 18 of meat products processed at state-inspected and federally 19 inspected small-scale meat processing businesses and licensed 20 custom lockers located in the state. The department shall 21 identify any regulatory hurdles that impede the ability of 22 small-scale meat processing businesses and licensed custom 23 lockers to do business in the state, and the department shall, 24 no later than December 31, 2022, adopt rules as necessary, 25 and as permitted by state and federal law, to eliminate the 26 regulatory hurdles. 27 b. The department of agriculture and land stewardship 28 shall collaborate with Iowa state university extension and 29 outreach to develop and maintain a direct-to-consumer tool 30 kit that contains, at a minimum, the information detailed 31 in the artisanal butchery task force’s final report. The 32 direct-to-consumer tool kit shall be posted on the department’s 33 internet site, in a manner that is easily accessible to the 34 public, no later than December 31, 2022. 35 -2- LSB 5778YC (4) 89 ko/jh 2/ 4

The department of agriculture and land stewardship shall 1 develop and maintain a directory of meat lockers in Iowa that 2 provides the location of, the contact information for, and 3 the products offered to consumers by, each meat locker in the 4 directory. The directory shall be posted on the department’s 5 choose Iowa internet site, in a manner that is easily 6 accessible to the public, no later than December 31, 2022. 7 d. No later than August 31, 2022, the department of 8 agriculture and land stewardship shall conduct an outreach 9 program to provide information regarding the Iowa cooperative 10 interstate shipment program to all state-inspected meat and 11 poultry establishments located in the state. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill adopts and implements the recommendations of 16 the artisanal butchery task force (task force), established 17 pursuant to 2021 Iowa Acts, chapter 175, section 2, as issued 18 in its final report to the general assembly on January 6, 2022. 19 The bill requires the department of education (department), 20 in collaboration with the state board of education, to 21 establish a framework, no later than December 31, 2022, for a 22 one-year community college (college) certificate program for 23 artisanal butchery that is modeled off a program offered at 24 Miles community college in Montana, and the department shall 25 provide the framework to all colleges established under Code 26 chapter 260C. A college that elects to establish a certificate 27 program shall use the framework provided by the department 28 as the minimum requirements, and may modify the curriculum 29 based on the unique circumstances of the specific college. As 30 detailed in the bill, the college shall obtain approval of its 31 certificate program prior to implementation of the program. 32 No later than December 31, 2022, the bill requires the 33 economic development authority (authority), in collaboration 34 with the department of workforce development (workforce 35 -3- LSB 5778YC (4) 89 ko/jh 3/ 4
H.F. _____ development), to develop and maintain a library of resources 1 that serves as a single resource point at which any Iowa-based 2 business involved in meat processing may obtain education and 3 financial assistance information as detailed in the bill. 4 The bill requires workforce development to add butchery, 5 artisanal butchery, and meat processing to the list of 6 high-demand jobs pursuant to Code section 84A.1B(14) no later 7 than July 31, 2022. 8 The department of agriculture and land stewardship (DALS) 9 is required by the bill to review all administrative rules 10 (rules) related to labeling of meat products processed at 11 state-inspected and federally inspected small-scale meat 12 processing businesses and licensed custom lockers located in 13 the state and to identify any regulatory hurdles that impede 14 their ability to do business in the state. DALS shall, no 15 later than December 31, 2022, adopt rules as necessary, and as 16 permitted by state and federal law, to eliminate the regulatory 17 hurdles. DALS is required to collaborate with Iowa state 18 university extension and outreach to develop and maintain a 19 direct-to-consumer tool kit that contains, at a minimum, the 20 information detailed in the task force’s final report. The 21 tool kit shall be posted on DALS’s internet site no later than 22 December 31, 2022. 23 The bill requires DALS to develop and maintain a directory 24 of meat lockers in Iowa that provides the location of, the 25 contact information for, and the products offered to consumers 26 by, each locker in the directory. The directory must be posted 27 on DALS’s choose Iowa internet site no later than December 28 31, 2022.
