first

entitlement

later,
but

covered
employment
does
not
include
employment
as

a
teacher
licensed
under
chapter
272
by
a
school
district

pursuant
to
a
contract
issued
by
a
board
of
directors
under

section
279.13
for
a
nonadministrative
position.

Sec.
2.
LICENSED
TEACHERS
——
BONA
FIDE
RETIREMENT

REPORT.
The
Iowa
public
employees’
retirement
system
and
the
11
Iowa
association
of
school
boards
shall
each
submit
a
report
12
to
the
general
assembly
by
November
1,
2025,
concerning
the
13
costs
and
effectiveness
of
the
provision
of
this
Act
amending
14
section
97B.52A
that
provides
that
covered
employment,
for
15
purposes
of
establishing
a
bona
fide
retirement,
does
not
16
include
employment
as
a
teacher
licensed
under
chapter
272
by
17
a
school
district
pursuant
to
a
contract
issued
by
a
board
18
of
directors
under
section
279.13
for
a
nonadministrative
19
position.
Each
report
shall
provide
statistics
concerning
the
20
number
of
members
taking
advantage
of
this
provision,
the
costs
21
and
financial
benefits,
if
any,
associated
with
this
provision,
22
and
recommendations
for
further
action.

EXPLANATION
24
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
covered
employment,
for
purposes
27
of
determining
a
bona
fide
retirement
under
the
Iowa
public
28
employees’
retirement
system
(IPERS),
does
not
include
29
employment
as
a
licensed
teacher
by
a
school
district
for
a
30
nonadministrative
position
for
a
member
whose
first
month
of
31
entitlement
is
July
2022
or
later,
but
before
July
2026.
The
32
bill
provides
that
IPERS
and
the
Iowa
association
of
school
33
boards
submit
separate
reports
to
the
general
assembly
by
34
November
1,
2025,
concerning
the
costs
and
effectiveness
of
the
