S.F. _____ H.F. _____ Section 1. 2021 Iowa Acts, chapter 166, section 21, is 1 amended to read as follows: 2 SEC. 21. DEPARTMENT OF HOMELAND SECURITY AND EMERGENCY 3 MANAGEMENT —— APPROPRIATION. There is appropriated from 4 the general fund of the state to the department of homeland 5 security and emergency management for the fiscal year beginning 6 July 1, 2021, and ending June 30, 2022, the following amount, 7 or so much thereof as is necessary, to be used to conduct a 8 governance and funding of levee districts study: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 10 Notwithstanding section 8.33, moneys appropriated in this 11 section that remain unencumbered or unobligated at the close of 12 the fiscal year shall not revert but shall remain available for 13 expenditure for the purposes designated until the close of the 14 succeeding fiscal year. 15 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 16 importance, takes effect upon enactment. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill provides that moneys appropriated during the 2021 21 Legislative Session for a governance and funding of levee 22 districts study shall not revert but shall remain available to 23 the department of homeland security and emergency management 24 for expenditure for the purposes designated during the 25 succeeding fiscal year.
