PROVIDER
MINIMUM
AGE
REQUIREMENT.
The
department
of
human
2
services
shall
amend
its
administrative
rules
pursuant
to
3
chapter
17A
to
provide
that
employees,
substitutes,
and
4
volunteers
working
at
a
child
care
facility
who
are
sixteen
5
years
of
age
or
older
may
provide
child
care
to
children
6
without
additional
supervision.
For
the
purposes
of
this
7
section,
“child
care”
and
“child
care
facility”
mean
the
same
8
as
defined
in
section
237A.1.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
11
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
minimum
age
requirements
for
employees,
13
substitutes,
and
volunteers
working
at
a
child
care
facility.
14
The
bill
requires
the
department
of
human
services
to
amend
15
its
administrative
rules
to
provide
that
persons
age
16
or
16
older
employed,
substituting,
or
volunteering
at
a
child
care
17
facility
may
provide
child
care
without
supervision.
“Child
18
care”
means
the
care,
supervision,
and
guidance
of
a
child
by
a
19
person
other
than
the
child’s
parent,
guardian,
or
custodian
20
for
periods
of
less
than
24
hours
per
day
per
child
on
a
regular
21
basis,
with
certain
exceptions.
“Child
care
facility”
means
a
22
child
care
center,
preschool,
or
registered
child
development
23
home.
